No Clearance SUMMARY- Maintains, and aligns the Integrated Master Schedule (IMS) for New Construction Programs and New Construction Study Contracts.
- Supports effort of schedule development with Production, Supply Chain, Engineering, and Planning groups.
- Monitors schedule performance, performs detailed schedule analysis.
- Evaluates Critical Path Networks (CPN).
- Evaluates overall logic of program schedule.
- Provides complex outfitting/steel work breakdown and sequencing based on established production rates as required.
- Reports to Supervisor or Manager.
ESSENTIAL FUNCTIONS AND DUTIES
- Develops plans, schedules, budgets or analysis independently.
- Supports in tasked area for planning, scheduling or analysis.
- Supports in resolution of planning problems.
- Supports process and problem analysis projects.
- Assists in development of departmental procedures, work instructions, and training instructions.
- Provide manning projections across programs in support of various internal needs.
- Maintains, and aligns the New Construction Major Milestones schedule to overall IMS for all contracts.
- General understanding of shipyard capacity and production bottlenecks.
- General understanding of NASSCO's MOS.
- Ensure the incorporation of the baseline build strategy for new construction into the program schedule, which include design changes, new method application, and facility improvements; provides recommendations to new build strategy implementation.
- Identifies Critical Path and maintains consistent reporting on same.
- Initiates and analyzes impact of process improvements.
- Makes presentations.
- Other responsibilities and duties as assigned.
SKILLS AND QUALIFICATIONS
- Engineering, Business, Project Management or equivalent technical degree are encouraged .
- Knowledge of all of the following: MACPAC, LMS, Open Plan, PC Analysis tools (e.g. Excel). Knowledge of EVMS principles.
- General understanding of Defense Contract Management Agency (DCMA) schedule requirements and how to align NASSCO's schedule to meet DCMA schedule requirements.
- Effectively communicate schedule constraints, capacity challenges, Production material requirements, manpower requirements, and other schedule challenges to different levels of management.
- Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs.
- Experience in performing process analysis directed toward improved efficiency in Planning and either Production or Engineering.
- Experience in integration of Engineering, Material, Planning and Production requirements, and initiatives.
- Excellent communication skills, including ability to produce complex material consisting of qualitative Information, rationales, conclusions, and recommendations for presented material.
- Interpersonal working relationships with emphasis on cooperation and teamwork.

PHYSICAL DEMANDS
Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 20% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.ACCOUNTABILITY
- Responsible to the department Supervision for preparation, verification, and distribution of accurate and timely planning products, and budgeting in accordance with department policy.
- Internal contacts are primarily with Engineering, Supply Chain, and Production Supervision and Management. To a minor degree, interaction is maintained on a regular basis with Finance, Cost Engineering, Program Management, Facilties, Materials, Repair, and Business Development.
- Acts a liaison to internal suppliers and customers of information.
PAY SCALE
Level I $69,500- $102,800 Level II $80,400
- $113,300 This pay range is a reasonable estimate of the salary range for this role.
