The Proposal Engineer - Complex Modernization & Upgrades leads the development of competitive, high-quality proposals for modernization and upgrade projects across Gas Turbines, Steam Turbines, Electrical Generators, and Balance of Plant systems. This role translates customer requirements into clearly defined scopes of work, cost estimates, and execution schedules, ensuring proposals are technically sound, commercially competitive, and executable. The position partners closely with Sales, Engineering, Product Line Management, Project Management, Planning, and Sourcing teams to deliver accurate and compelling proposals aligned with customer expectations and business objectives. Key Responsibilities Review and analyze RFQs, specifications, drawings, contracts, and site conditions to define project requirements. Develop technically viable concepts and execution approaches in collaboration with engineering teams. Define scopes of work, interfaces, assumptions, and exclusions for proposals. Develop detailed cost estimates including engineering, materials, labor, subcontractors, logistics, and contingency. Prepare budgetary, indicative, and firm estimates aligned with proposal maturity. Collaborate with Planning and Project Management to build high-level schedules supporting delivery and outage windows. Document estimate basis, assumptions, exclusions, and key risk drivers. Support Sales teams with technical input and estimating throughout proposal development. Participate in customer clarifications, technical discussions, and proposal negotiations. Identify risks related to scope, cost, schedule, and execution and propose mitigation strategies. Support development of application studies, schematics, and drawings with engineering teams. Requirements Bachelor's degree in Mechanical, Electrical, or related Engineering field. Experience supporting power generation or heavy industrial projects, preferably modernization or upgrade scopes. Ability to interpret technical specifications, drawings, and commercial requirements. Experience developing cost estimates and project schedules for multi-discipline projects. Strong analytical, organizational, and communication skills. Proficiency with Microsoft 365 tools including Excel, PowerPoint, Word, and Outlook. Experience with Gas Turbines, Steam Turbines, Generators, or Balance of Plant systems preferred. Experience in proposal engineering, estimating, application engineering, or project controls preferred. Understanding of commercial risk, pricing strategy, and margin drivers preferred.
