As s u ch th e position i s responsible for plannin g, managing, directing, and eva luati ng the effectiveness of the distr i ct's pro g r a m deliver y, water r esou rces , and const ructabil i t y reviews/construction materials testing progra m s for the Alexandria d istric t , w hi c h consist of seven [7) parishes, 2,623 miles of road way, RO W Permit Coordination, Utility Re l ocation, a nd Tran s por tation Planni ng. Thi s position is located in Di str ict 08, Unit 001, of the Department of Tra nsporta tion and De velop men t. The posit io n r epo rt s directly to the District Engineer A dmini st rator [ En g in eer 9]. EXPERIENCE SUBSTITUTIONS
A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met. Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Job Duties:
Supervises a staff of professional, multi-disciplined engineering supervisors, paraprofessional and technical engineering employees, seven direct reports, total of 38 direct/indirect reports. Program Delivery- liaison with Regional or Metropolitan Planning Organizations, district program/project planning; survey/design/plan development for preservation. Delivery of district's pavement management/priority program; proposals, contracts and specifications, bid-letting for district, recommends projects for pavement preservation/capacity/safety enhancement programs. Construction Coordination- constructability reviews, material testing, inspection/certification of asphalt and concrete plans; quality assurance program; may review plan changes with regards to material testing and ROW permits. Public Works and Water Resources- dam/levee safety inspections, water well and levee registration/inspections, hydraulic Studies, drainage, flood control, surveying, provide engineering services to three levee boards, coordinates statewide flood control programs and port priority program projects. Develops and maintains effective working relationships with federal, state, and local elected officials and governing bodies, effectively communicates with a diverse group of stakeholders and customers. Makes presentations to various organizations and associations; schedules, plans, and conducts meetings and/or corresponds in writing on district programs and projects; attends public hearings or meetings. Serves as appointing authority for all employees under his/her jurisdiction; develops staffing and workforce planning needs; may additionally serve as final signatory on various business documents, such as payroll, procurement, leave and travel expenditures. •This position is considered disaster essential. •
