The New Mexico Department of Transportation (NMDOT) is the state agency that is responsible for the planning, designing, construction, maintenance, and operations of the surface transportation infrastructure and associated systems and services in New Mexico with the exception of those that are the responsibility of local entities (counties and municipalities). The Intelligent Transportation Systems (ITS) Bureau utilizes data, information, and advanced communications technologies to facilitate the safer and more efficient operations of that surface transportation infrastructure. As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? The position exists to coordinate and oversee the Bureau's ITS planning, design, construction, implementation, integration, operations, maintenance, repair, and replacement activities. This includes activities that are internal to the Bureau as well as those with other staff, divisions, and districts within the Department and those with entities outside of the Department (other agencies and contractors). The position will have first line supervisory responsibility of three (3) Civil Engineering Technicians (Tech III, Tech II and Tech I) and oversee:

ITS Planning:

Architecture(s) development, Systems Engineering evaluation, concepts-of-operation development, feasibility analysis, constructibility study

ITS Design:

Plans, specifications, estimate, serials and contract document development

ITS Construction:

Coordination of inspection and oversight

ITS Implementation/Integration:

Coordination of equipment, sub-system, system testing and acceptance, concept validation

ITS Operations and Maintenance:

Daily QA/QC scheduling and protocol development

ITS Repair and Replacement:

Equipment, sub-system and system evaluations, prioritizing projects and maintenance activities Representation of Bureau on various committees: MPO ITS Committees, Broadband Committees, American Association of Highway and Transportation Officials (AASHTO) Committees How does it get done? The primary responsibilities of this position will include: Ensuring ITS operational programs are in compliance with all associated and relevant federal regulations (i.e., 23CFR§940 - ITS Systems Engineering and Architecture Requirements and 23CFR§511 - Real Time Systems Operations Monitoring and Reporting Requirements); Ensuring ITS operational programs are in compliance with all associated and relevant state regulations (i.e., New Mexico One-Call '811'); Ensuring the Bureau's GIS program effectively tracks and monitors ITS asset inventory, ITS maintenance, repair and replacement activities, ITS subsurface infrastructure management, ITS map layers accurately reflect to roadway network; Ensuring the web-based advanced traveler information system (NMRoads) program is fully operational and reporting information that is accurate, complete and timely. Minimum Qualification Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and five (5) years of engineering experience, one (1) of which must be as a Licensed Professional Engineer. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. as a Licensed Professional Engineer in good standing within six (6) months of hire. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Employment requires successful completion of a pre-employment physical exam and is conditional pending results.
