Works independently under general supervision to provide project management over consultant engineering services for the planning, scope and budget development, design, permitting, public involvement, and construction management for capital improvement projects. Administers consultant contracts and manages consultants during design and provides engineering support to staff and other departments.
REPORTING DIRECTLY TO
Works under the general supervision and reporting to the Engineering Director. May supervise or lead the work of consultants or interns. Functions as primary point of contact and are responsible for the coordination of projects with consultants, departmental staff; City and regulatory agencies (local, state, and federal) for projects in the planning, design, permitting, and bidding phase of Capital Projects and/or Developer Extensions for water and wastewater infrastructure. Coordinates and reviews studies, designs, specifications, and cost estimates for Developer Extensions and/or Capital Improvement Projects. Performs project management including project scope, schedule, and budget development, monitoring, controls, and reporting. Manages consultants working on the design and construction of capital improvement and/or Developer Extensions projects. Participates in studies, comprehensive plan updates, project status updates, and engineering department policy decisions. Provides technical support to other departments. Assists with construction management support, including reviews of submittals, requests for information, change orders, and pay estimates. Ability to successfully prioritize competing deadlines, schedules, and resources among a variety of customers to ensure timely delivery of projects. Works closely with the Maintenance & Operations Department to ensure that projects meet the long-term ownership and maintenance requirements of the District. Assists in maintaining standard plans and specifications. Prepares Board reports and provides project status updates. Assists in planning and budgeting capital improvement projects. Assists in developing Engineering Department policy. Coordinates with consultants and other agencies on District improvements included in other agency projects. Performs related duties as required or assigned. Comprehensive understanding of the operations of a public water and sewer utility. Proficient in understanding civil engineering aspects of design, operation, construction and maintenance of water distribution and wastewater collection systems. Proficient in reading and interpretation of engineering drawings, specifications, and cost estimates. Proficient in all phases of capital improvement and/or Developer Extension project management for public works. Proficient in the development and interpretation of legal descriptions and in obtaining and utilizing field survey information. Ability to understand and use GIS mapping. Ability to communicate and work effectively with coworkers, contractors, consultants, permitting agencies and the public. Possess well-developed organizational skills. Proficient in the use of Microsoft Office Suite. Full understanding of District policies and procedures. Flexible and adaptable in accepting assignments and prioritizing work.
Experience, Education, and License Requirements:
Bachelor of Science degree in Civil Engineering from an ABET accredited program or closely related field. Four years of progressively responsible civil engineering experience managing public works capital improvement and/or Developer Extension projects through design, permitting, and construction in the field of water and wastewater desired. Experience in AutoCAD, Bluebeam, construction and surveying preferred. Current Washington State Professional Civil Engineering or Engineer-in-Training license preferred but not required. Ability to travel to job sites as needed by a means that ensures timely arrival. If the duties of the position require operating a motor vehicle where no reasonable alternative transportation method exists, possession of a valid Washington State driver's license (and acceptable driving record) will be required.
WORKING CONDITIONS
Most work is performed indoors in an office environment; however, field work is required. This may include outdoor activities in varying weather conditions and visits to active construction sites. Site visits may involve walking long distances, standing for extended periods, navigating uneven ground, mud, gravel or other rough construction terrain. This position may occasionally require climbing ladders, entering underground vaults, or other confined spaces. Traveling to project sites is necessary and may require transportation by a method that ensures timely arrival, depending on the project, driving may be required where no reasonable alternative exists. This position may require availability for evening, night, or weekend in response to emergencies or project demands. Physical requirements included sufficient mobility, balance, and coordination to move safely through active construction zones, along with the ability to perform tasks that involve fingering, grasping, talking, hearing, seeing and repetitive motions. The role may involve carrying or exerting up to 30 pounds of force occasionally to move or carry objects.
