Duties Help This position is loced in the Base Environmental Management Office and serves as the installion Environmental Program Manager for the assigned Air Nional Guard (ANG) installion. An ANG installion can be one with a flying mission or non-flying mission such as a Civil Engineering Red Horse Unit, a Comb Readiness Training Center, or a Geographically Separed Unit with regional geographical responsibilities. Serves as the single point of contact for the initiion, development, and execution of all environmental activities and development of regulory guidance for an installion and its immedie geographic region, with a collaborive influence extending to a broader area. Regional responsibilities may include, but are not limited to: aircraft mishap response, off site release assessments, air emission estimes, storm wer discharge monitoring, and hazardous merial shipments. Broader geographic impacts may include, but are not limited to: exporting project solutions, staff assistance s, compliance assessments, and partnering with other units and intra-agency contacts to address challenges th affect multiple ANG units within or beyond ste boundaries. Accomplishes long range environmental planning, budgeting, and programming activities th impacts the installion and the region. Reviews engineering planning and construction documents for environmental considerions as required. Oversees the operions of the Environmental Management Office to include providing limited supervision over any subordine positions. Supervisory responsibilities will constitute less than 25% of the average work time, thus are not classificion impacting. Duties Manages a most complex, highly technical environmental management and protection program and serves as the installion's single most knowledgeable expert on DoD, AF, ANG, EPA ste specific environmental laws and regulions. Manages the entire Planning, Programming, Budget and Execution (PPB&E) for the installions environmental quality (EQ) program area. Additional budgetary responsibilities may include working with the Defense Logistics Agency (DLA) Energy and Environment for recurring environmental costs reled to DLA owned fuel systems. Prepares and guides implemention of environmental program plans. Environmental program plans can include, but are not limited to (1) Spill Prevention Control and Countermeasures (SPCC) Plan; (2) Storm Wer Pollution Prevention Plan (SWPPP); (3) Hazardous Waste Management Plan (HWMP); (4) Air Emissions Inventory (AEI); (5) Green Procurement Plan (GPP); (6) Integred Pest Management Plan; (7) Refrigerant Management Plan; (8) Cultural or Nural Resources Management Plans; (9) Environmental Management System (EMS) Plans; and (10) Integred Solid Waste Management Plan. Serves as an active member of the installion Design Working Group (DWG) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovion projects. In accordance with the Environmental Impact Analysis Process (EIAP)stutory requirements, the incumbent is responsible for evaluing the environmental impact of construction and renovion projects. Facilites the decision making process ensuring due considerion is given to the nural environment, social, political, economic, and governance factors and provides a holistic frame work designed for the achievement of sustainable outcomes. Plans and schedules work in a manner th promotes a smooth flow and even distribution. Coordines plans and schedules with other organizion managers and customers as approprie. Performs other duties as assigned.

Requirements Help Conditions of employment Incumbent must be able to obtain and maintain a SECRET security clearance. The incumbent of this position description must have a minimum, a completed Nional Agency Check (NAC) prior to position assignment. May be required to successfully complete a probionary period. GENERAL EXPERIENCE

Degree:
professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with least one curriculum accredited by the Accredition Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) stics, dynamics; (b) strength of merials (stress-strain relionships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nure and properties of merials (reling particle and aggrege structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, he transfer, soil mechanics, or electronics.
SPECIALIZED EXPERIENCE
Must have 1-year equivalent to least next lower grade level experience, educion, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investiging, measuring, surveying, and mapping the earth's physical feures.
