JOB SUMMARY
Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC
EURAFCENT
) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities. Primary duties are to provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as
NSA 1, NSA 2, NSA
3 and Isa Air Base.

EXPERIENCE REQUIREMENTS
Bachelor Degree from an ABET accredited Mechanical Engineering or Fire Protection Engineering program and minimum of 5 years of Fire Protection System design including at least 1 year working on Capital Improvement projects for a Federal Agency. Registration as Professional Engineer (PE) in the discipline of Fire Protection Engineering is desired. A minimum of 5 years of professional fire protection engineering code compliant facilities design experience for new construction, including renovation design experience, is required. Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) for a fire protection engineering program from a college or university for a bachelor's or master's degree in mechanical engineering or fire protection engineering, supplemented by a considerable amount of hands-on facilities design experience, is required. If degree is in mechanical engineering, then a PE registration in the discipline of Fire Protection Engineering is required. Responsible for the preparation of detailed Building Code and Life Safety Code analyses and analysis of fire detection, mass notification and suppression systems. Prepare designs and plans using AutoCAD, Requests for Proposals (RFPs), specifications, and cost estimates, in support of in-house and Architect/Engineer (A&E) design bid-build and design-build projects, for a wide range of new or rehabilitated DoD facilities and infrastructure projects. Analyze existing buildings and building egress systems to determine adequacy of egress and construction type for existing conditions and proposed-changes to buildings and building occupancies. Investigate and recommend corrective measures for deficiencies in existing facilities. Typical design projects include Naval Shore Facilities, including multistory offices and quarters, hangars, hospitals, towers, aircraft overhaul facilities, piers, training facilities and a very wide diversity of other new and existing structures and facilities. Analyze the applicability of fire protection innovative processes, systems, equipment, or techniques and implement such on projects and specifications. Demonstrate knowledge of the latest fire protection systems and methods of construction. Prepare correspondence, engineering studies, and technical reports regarding fire protection and Life Safety related topics. Apply knowledge of detection and suppression system components and how such components are correctly installed or incorrectly installed. Communicate effectively issues to technician level personnel responsible for the installation, testing, and maintenance of fire protection systems and system components. Provide independent, timely and professional fire protection engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. Participates in conferences with project stakeholders and collaborates with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements: fire protection engineering services for life safety, type of construction, height and area requirements, separation distances, fire rated construction, spray-applied fireproofing, firestopping, sprinkler systems, fire alarm systems, mass notification systems, clean agent fire suppression systems, base-wide fire alarm reporting systems, water distribution systems, hydraulic analysis, fire modeling, and performance based designs of major size and complexity for use in government facilities, including multistory office buildings, steam plants, hospitals, housing, manufacturing, training, and similar structures. Substantial professional knowledge and practical application of fire protection engineering concepts, theories, principles, practices, and techniques necessary to plan, design, construct and maintain a wide range of shore-based engineering projects. Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to fire protection engineering design, including the Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA) codes and standards, International Building Code (IBC), International Mechanical Code (IMC), International Residential Code (IRC), FM Global Loss Prevention Data Sheets, Society of Fire Protection Engineer's Handbook, and various other industry standards. Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting fire protection engineering design throughout the
NAVFAC EURAFCENT AOR.
Knowledge of related architectural and engineering fields and their associated impacts as related to fire protection engineering design. Ability to make oral presentations of proposed designs and results of studies. Knowledge and experience with Autodesk software, Microsoft Office products, fire protection engineering design and analysis software and other applicable DoD computer systems and software used by the Command. Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams. Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment
