We're looking for a Project Manager / Project Engineer who is equally comfortable in front of a Gantt chart and a P&ID, someone who can walk a capital project from scope and budget through construction, commissioning, and handover without losing sight of safety, schedule, or cost along the way. This is a hybrid role built for someone who doesn't want to choose between managing and engineering. You'll lead cross-functional project teams, coordinate contractors and vendors, and also roll up your sleeves on the technical side — reviewing designs, verifying calculations, and troubleshooting issues in the field. What You'll Own Project Management

• Lead capital and maintenance projects from initial scope and cost estimate through design, procurement, construction, commissioning, and closeout.
• Develop and maintain project schedules, budgets, and resource plans, and report progress, risks, and variances to plant and business leadership.
• Coordinate engineering firms, equipment vendors, and construction contractors, including scope negotiation, bid review, and contract administration.
• Manage project-specific risk assessments, MOC (Management of Change), and PSSR (Pre-Startup Safety Review) processes in coordination with the site PSM/RMP program.
• Serve as the primary point of contact for project stakeholders, keeping operations, maintenance, EHS, and corporate teams aligned on scope and timing. Engineering & Technical Execution
• Develop or review engineering deliverables — P&IDs, equipment specifications, piping and civil/structural design, and electrical/instrumentation packages — for accuracy and constructability.
• Perform or oversee engineering calculations related to piping, tanks, pumps, relief systems, and containment, ensuring compliance with applicable codes (API, ASME, NFPA).
• Support HAZOP, LOPA, and other process safety reviews for new and modified equipment, ensuring findings are incorporated into final design.
• Troubleshoot technical issues that arise during construction or commissioning and drive practical, code-compliant resolutions.
• Ensure projects are executed in compliance with OSHA, EPA, and DOT regulations, as well as company engineering and safety standards. Field & Site Coordination
• Conduct regular field walks during construction to monitor progress, quality, and adherence to safety requirements.
• Coordinate outages, tie-ins, and equipment cutovers with operations to minimize disruption to terminal activities.
• Support punch-list resolution, as-built documentation, and turnover of completed projects to operations and maintenance. What You Bring
• Bachelor's degree in Engineering (Chemical, Mechanical, Civil, or related discipline) or equivalent combination of education and experience.
• 5+ years of experience in project management and/or project engineering within chemical processing, bulk liquid storage, terminal operations, or a related industrial environment.
• Working knowledge of PSM/RMP-covered processes, and familiarity with OSHA, EPA, and DOT regulatory requirements as they apply to chemical storage and handling.
• Solid grasp of piping, tank, and equipment design fundamentals; comfort reading and marking up P&IDs and general arrangement drawings.
• Demonstrated ability to manage multiple projects simultaneously, including budget tracking, schedule management, and contractor oversight.
• Strong communication skills, with the ability to translate technical detail for operations, leadership, and non-technical stakeholders.
• Proficiency with project management and engineering tools (MS Project or equivalent scheduling software, AutoCAD/similar design software, and standard ERP/SAP systems).
• PMP certification, PE license, or progress toward either is a plus but not required.

Physical Demands and Work Environment This role splits time between an office setting and an active chemical storage terminal. Site work requires the ability to walk uneven terrain, climb stairs and fixed ladders, and access elevated platforms and confined spaces as needed for inspections and field verification. Personal protective equipment (hard hat, safety glasses, steel-toed boots, and flame-resistant clothing) is required in operational areas. The role may involve occasional exposure to outdoor weather conditions, industrial noise, and chemical odors typical of a bulk storage terminal, all managed within established safety protocols.
