Job Description

The City of Richmond Department of Public Utilities is seeking a qualified candidate to fill the Engineer, Principal position in the Gas and Light Division. The Natural Gas Engineer, Principal will be responsible for technical services related to pipeline engineering, compliance operation, and construction activities for Richmond Gas Works (RGW) of natural gas facilities, and will encompass various aspects of natural gas, engineering, compliance, operation, and maintenance requirements. This position is Unclassified and serves at the will of the Appointing Authority. Managing the engineering design process, including reviewing and analyzing; detailed plan designs/technical studies, and processing applications/permits, change orders, and other documentation for proposed development or improvement projects Performing engineering activities relative to the design, operation and maintenance of company pipeline and related natural gas facilities; Assisting engineering staff with developing bid proposals, contracts, design specifications and material lists for natural gas projects; Developing, reviewing and updating plans, manuals and forms, as well as, compliance records and documentation; Supervising engineers and technical staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained and employees follow policies and procedures; maintaining a safe work environment; and making/implementing hiring, termination, and disciplinary recommendations; Developing and monitoring assigned budget, reviewing and submitting funding requests, and monitoring expenditures to ensure compliance with approved budget. Preparing and presenting budget recommendations. Knowledge of plastic and steel pipeline design standards, corrosion control standards, city bridge and roads standards, VDOT design standards and code of federal regulations (CFR) part 192. Intermediate to advanced knowledge of pressure regulation (theoretical and practical) and meter set assembly design. Intermediate to advanced knowledge of procurement laws for design consultant selection and contractors, project management and MBD minority business goals. Demonstrated knowledge reading and interpreting GIS maps and AutoCAD plans; hydraulic modeling. Intermediate to advanced level mathematics including geometry, calculus, and statistics. Proficient in the use of Microsoft Office Suite. Ability to navigate through and manage difficult situations while motivating and engaging with diverse groups of individuals. Excellent oral and written communication skills while managing and supervising others. MINIMUM TRAINING and
EXPERIENCE
Bachelor's Degree in engineering; Five years of professional engineering experience; Two years of supervisory experience preferred. LICENSING, CERTIFICATIONS, and
OTHER SPECIAL REQUIREMENTS
Some assignments may require a Professional Engineering (PE) Registration; Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

Bachelor's Degree in Mechanical or Civil Engineering; Five years of natural gas utility engineering experience.
