Position Overview We are seeking a detail-oriented Fisheries Biologist I to support the National Oceanic and Atmospheric Administration (NOAA) Fisheries Statistics Division (FSD). In this role, you will act as a critical field representative for the Southeast Region Headboat Survey (SRHS), interacting directly with recreational headboat owners, operators, and anglers. You will be responsible for collecting vital biological data from recreational catches to support regional stock assessments and fisheries management. The ideal candidate possesses expert knowledge of marine fish identification in the Southeast U.S. Atlantic and enjoys working independently in field environments.
Core Responsibilities Resource Surveys & Field Sampling:
Act as the primary NOAA Fisheries field liaison in your assigned area. Identify and enumerate individual marine fish to the species level from landed recreational catches. Collect precise biological measurements including lengths, weights, and sex. Extract biological structures (fish otoliths and spines) according to strict scientific protocols.
Laboratory & Logistics Support:
Process and perform Quality Assurance/Quality Control (QA/QC) on biological samples. Ensure all samples are properly packaged, labeled, and shipped to the Beaufort Laboratory on a monthly schedule.
Data Management & Analysis:
Review daily vessel trip reports to catch errors and data inconsistencies. Utilize database software (including Microsoft Excel, Access, and the SRH Oracle system) to enter, check, validate, and submit dockside data within 7 days of sampling.
Compliance Tracking:
Assist in tracking vessel reporting compliance, update Headboat Activity Reports (HARs) weekly, and directly contact captains or vessel staff to resolve missing or late trip reports.
Communications & Outreach:
Participate in scheduled weekly and quarterly administrative team calls. Attend public outreach events to help educate fishermen and the general public about fisheries management and survey goals.
Scientific Meetings:
Prepare for, present at, or participate in relevant professional workshops, Fishery Management Council meetings, and annual port agent meetings.
Qualifications & Requirements Essential:
Education:
B.S. Degree in Marine Science, Biology, or a closely related field of study.
Experience:
A minimum of three (3) years of relevant experience in fisheries data collection or marine research.
Skills:
Expert taxonomic knowledge of Southeast U.S. Atlantic marine fish species identification. Competence applying basic concepts and methods of data management, database entry, and statistical reporting.
Security:
Must be able to pass a federal low-risk background investigation to secure a Department of Commerce identification badge.
Desirable:
Proficiency using specialized scientific keys for fish, invertebrate, and protected species identification. Direct experience collecting catch and effort data from recreational fishermen. Hands-on experience harvesting routine biological samples (lengths, age structures, gonads, etc.) from marine fish. High proficiency with standard office, database, statistical, and graphics software packages. Physical & Environmental Demands This position takes place primarily offsite at coastal locations. Candidates must be comfortable working outdoors under variable weather conditions, handling biological specimens, and safely operating government-furnished field equipment (vehicles, measuring boards, and computers).
