CCJM is seeking a highly motivated Director of Surveys to lead, grow, and elevate surveying services across Maryland, the District of Columbia, and Pennsylvania. This executive role carries responsibility for survey operations, client development, technical quality, staff leadership, and profitable growth, with a mandate to expand CCJM's market presence while consistently delivering high-quality surveying solutions that exceed client expectations and industry standards. Executive Mandate and Responsibilities 1. Market Growth and Client Leadership Own the growth strategy for surveying services across the Mid-Atlantic, with clear accountability for revenue, profitability, market share, and client expansion. Develop and maintain senior-level relationships with public- and private-sector clients, including agencies, municipalities, utilities, transportation authorities, and strategic teaming partners. Lead proposal strategy, pricing, contract negotiation, change management, and client communications for key pursuits and programs. 2. Operational and Financial Performance Direct survey operations, staffing, budgets, schedules, utilization, billing performance, quality control, and project accounting to improve efficiency and margin performance. Establish scalable processes, production standards, and delivery practices that support consistent execution across boundary, topographic, ALTA/NSPS, construction layout, mapping, and multidisciplinary survey assignments. Coordinate closely with civil engineering, architecture, MEP, transportation, environmental, and construction management teams to deliver integrated client solutions. 3. Technical Excellence and Team Development Serve as the senior technical authority for surveying deliverables, including review, approval, signing, and sealing of survey drawings, plats, legal descriptions, and mapping products. Build, mentor, and hold accountable a high-performing survey team with clear standards for technical quality, client service, productivity, professional growth, and succession readiness. Advance the use of modern survey technologies, including GPS/GNSS, robotic total stations, LiDAR, UAV/drone platforms, Civil 3D, MicroStation, and related production tools. Key Results 1. Expanded survey revenue, backlog, and market presence across Maryland, the District of Columbia, and Pennsylvania.2. Sustained profitability through disciplined project delivery, utilization, billing, cost control, and change management. 3. Stronger senior-level client relationships that improve retention, repeat work, strategic teaming, and pursuit success. 4. Consistent technical quality, risk management, and compliance across survey deliverables and licensed approvals. 5. Team leadership, accountability, and talent development Candidate Profile, Education, and Experience Bachelor's degree in surveying, civil engineering, geomatics, or a related technical field preferred. Professional Land Surveyor registration in Maryland, Pennsylvania, and the District of Columbia, or the ability to obtain required licenses within six months. Minimum of 10 years of progressive land surveying experience, including meaningful leadership of complex public-sector, transportation, utility, municipal, commercial, or multidisciplinary projects. Demonstrated record of business development, client relationship management, proposal leadership, and profitable survey service growth. At least 3 to 5 years of supervisory or department management experience, with proven ability to build teams, mentor technical staff, and hold professionals accountable for performance. Established working knowledge of Mid-Atlantic client requirements, including Baltimore City/County, WSSC, DC Water, PennDOT, and comparable agency standards. Proficiency with advanced surveying technologies and production platforms, including GPS/GNSS, robotic total stations, LiDAR, UAV/drones, AutoCAD Civil 3D, MicroStation, InRoads, and Microsoft Office. Executive communication, presentation, negotiation, and interpersonal skills suitable for senior client engagement and internal leadership.
