  • Manage multi-family affordable housing projects caseload, as assigned, including:
  • Tracking development timetables and deadlines for each assigned project.
  • Acting as a proactive intermediary and problem solver between the project developer's team and assigned HCR technical staff to advance the development of projects.
  • Facilitating communication with other governmental agencies, financial institutions and others involved.
  • Evaluate project financing and operating budgets (underwriting) of multi-family affordable housing projects in accordance with the financing source requirements and agency policy.
  • Review and evaluate applications for funding as assigned; provide analyses and recommendations of proposed projects.
  • Prepare and submit regular reports on project status, as requested by supervisors and agency senior staff.
  • Perform site visits for proposed projects and for projects currently under construction, if necessary.
  • Alert supervisors, in a timely manner, of any existing or potential project issues such as potential delays, non-compliance, cost increases, etc.
  • Candidates must possess excellent verbal and written communication skills, and proficiency with Microsoft Office programs.
Minimum Qualifications
QUALIFICATIONS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS
Four years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects.
PLEASE NOTE
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Must be reachable on the New York State Civil Service eligible list. 70.1 TRANSFER

One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service.
