St. Louis, MO Incumbents in this position are responsible for assisting with designing electrical systems/system modifications and providing electrical engineering for construction, maintenance, testing and improvements of Water Division facilities and equipment.
Essential Functions and Responsibilities:
  • Designs power distribution, motor control and process control systems.
  • Prepares engineering studies, cost estimates and equipment assessments.
  • Prepares requisitions for new and replacement electrical equipment, controls and materials.
  • Prepares specifications for construction projects, equipment purchases and repair.
  • Inspects electrical work performed by contractors and Water Division employees.
  • Performs other duties as assigned.
Knowledge, Skills, and Abilities:
    Data Utilization:
    Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
      Human Interaction:
      Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers, electricians, electrical equipment/system operators and maintenance personnel, on how to apply policies, procedures and standards to specific situations.
        Equipment, Machinery, Tools and Materials Use:
        Requires the ability to calibrate and perform complex rapid adjustment on equipment, machinery and tools such as oscilloscope, cable locator, ohm meter, multi-meter and operate motor vehicle, calculator, two-way radio, computer terminal, photocopier, plotter, pager and/or related materials used in performing essential functions.
          Verbal Aptitude:
          Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as plans, specifications, diagrams, schematics, technical reports, contracts, budgets, project cost estimates, requisitions, field notes, sketches, time sheets, electrical codes, electrical engineering manuals, technical operating manuals, procedures, guidelines and nonroutine correspondence.
            Mathematical Aptitude:
            Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals; perform mathematical operations involving advanced algebra, geometry and trigonometry.
              Functional Reasoning:
              Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
                Situational Reasoning:
                Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
                  Environmental Factors:
                  Tasks may risk exposure to adverse environmental conditions, such as machinery, electric currents and traffic hazards.
                    Physical Requirements:
                    Requires the ability to lift plans, books, testing equipment weighing up to twenty (20) pounds. Requires the ability to stoop, kneel, crouch, bend, twist and climb to perform electrical inspections.
                      Sensory Requirements:
                      Requires the ability to recognize and identify similarities or differences between characteristics of colors to determine color-coded wires and shapes to clearly distinguish objects to perform inspections. Qualifications A Bachelor's degree in Electrical Engineering or a directly related field.
                      Preferences:
                      Experience in electrical engineering with a water/wastewater utility.
                      License:
                      Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
