Job Summary Performs highly technical engineering and architectural lead work, supervises engineers, project coordinators, architects and/or landscape architects in managing projects of engineering, architectural or landscape nature. Job Description Overview The Engineering and Architecture Technical Lead provides highly technical supervision of engineers, project coordinators, architects and/or landscape architects in managing projects of engineering, architectural or landscape architectural nature. Leads a team of engineers and architects in the planning, delivery, and operation of highly visible projects. Accountable for the technical quality of deliverables while closely collaborating with other stakeholders to ensure project meets functional and non-functional expectations. Acts as an interface between the Engineering Team, Architect Team and the City of Dallas Leadership, ensuring capacity and skillsets are aligned to meet ongoing delivery expectations. Essential Functions 1. Provides accurate development estimates in support of feasibility assessments and planned development activities. 2. Creates, maintains, reviews and approves designs in collaboration with Architect and Engineer Teams, ensuring alignment to the appropriate codes, principles, industry standards, and best practices of engineering and architecture, taking tradeoffs or alternatives into account. 3. Manages, leads, and provides technical oversight and expertise over engineering, architectural, or landscape architectural designs and construction contracts for paving, streetscape, alley, drainage, flood control, bridge, sidewalk, erosion control, water, utilities, wastewater, trails, parks, pavilions, facilities, terminals, garages, airfields, buildings and any other infrastructure improvement projects. 4. Supervises a team of engineers, project coordinators, architects, landscape architects, and senior project managers to complete planning, design, and construction of infrastructure projects. 5. Applies, implements, and uses engineering, architecture, landscape architecture, surveying, project management principles and technical expertise to support the implementation of capital improvement and public infrastructure projects; participates and supervises the performance of feasibility studies on plan and project implementation. 6. Develops and reviews engineering, architectural or landscape architectural plans for major City projects; ensures that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State and Federal standards. 7. Investigates development activities if discrepancies are detected, identifies and resolves technical debt as appropriate, weighing the development efforts against the value returned, and evaluates code to ensure that the projects are properly structured, meet technical and compliance standards. 8. Manages and guides the bidding process for all assigned construction contracts for team of engineers, project coordinators, architects, landscape architects and/or senior project managers; prepares agenda, factsheet, contract information package for engineering, architectural, landscape architectural and construction contract awards and takes lead role in completing the contract execution; conducts and supervises team of engineers, project coordinators, architects, landscape architects and/or senior project managers that participate in neighborhood meetings to inform the residents about the upcoming project or capital improvement and addresses concerns and questions. 9. Oversees, mentors and coaches teams on relevant architecture, design, development, and operations topics, applying research methodology to solve diverse problems such as investigating material quality or material failures, environmental investigation, quality assurance for contracted design and construction work and improving processes; develops and supervises development of scope of work, evaluates proposals, and negotiates fees for engineering, architectural and/or landscape architectural contracts and for Supplemental Agreements; works with Agenda Coordinators to prepare Council Agendas. 10. Collaborates, engages, and works with consultants, inspectors, contractors, and other agencies within the City and outside, to successfully complete the design and construction of all infrastructure projects; participates in consultant selection, contractor evaluation, and employee hiring or promotion panels; and provides feedback on GFE performance. 11. Performs other work as needed or required. Knowledge and Skills Thorough knowledge of city ordinances, design manuals, engineering and/or architectural and/or landscape architectural standards, state and federal regulations, and professional ethics. Extensive experience in project management and implementation. Ability to articulate the technical implementation and how it provides value to the City of Dallas Ability to lead ideation, presentation, and group-thinking to all levels and multiple parties. Ability to influence effectively without authority up through senior leadership levels to achieve desired outcomes. Knowledge of Bond programs and related administration. Knowledge of engineering and architecture principles including safety, legal, licensing, credentialing, and innovation. Knowledge of Federal Grant Application for funding consideration (Aviation) Knowledge of Passenger Facility Charges (Aviation). Ability to establish and maintain strong relationships. Knowledge of contract management and project delivery. Knowledge of Fiscal Year programing and scheduling. Ability to provide training, education, and leadership to team of engineers, architects, landscape architects, senior project managers, and project coordinators.
MINIMUM QUALIFICATIONS
EDUCATION Bachelor's degree in Science, Engineering, Architecture, Landscape Architecture or Construction Management.
EXPERIENCE
Six (6) years of progressive experience in engineering or architecture as a licensed engineer, architect or landscape architect. AND Three (3) Years of supervisory experience is preferred.
LICENSES AND CERTIFICATIONS
Professional Engineering License, Architectural License or Landscape Architect License.
OTHER REQUIREMENTS
Dallas Water Utilities Department:
Experience in design and project management of water/wastewater pipelines, treatment plants, pump stations, storage tanks, 4160v (or higher) electrical equipment (facilities only), storm drainage and flood control/protection, erosion control and related facilities or public infrastructure projects. Salary Range $93,912.00
