Essential Duties and Responsibilities Evidence Management:
Receive, log, classify and securely store all evidence and property; Verify proper packaging, labeling and documentation submitted by deputies and investigators; Maintain accurate records within evidence and records management systems; Assign and track unique identifiers for all evidence items.Chain of Custody and Compliance:
Maintain complete and accurate chain of custody documentation; Track and document all evidence movement, transfers and handling; Ensure compliance with all legal requirements for admissibility in court.Evidence Storage and Security:
Store evidence in secure, access-controlled environments; Properly handle sensitive materials including narcotics, firearms and biological evidence; Conduct regular inspections to ensure evidence integrity and security.Court and Prosecutorial Support:
Prepare and package evidence for court proceedings, forensic analysis and prosecutorial review; Coordinate timely delivery of evidence for court trials and hearings; Testify in court regarding evidence handling procedures and chain of custody.Evidence Release and Disposition:
Release evidence to authorized personnel in accordance with department policy and maintain detailed records of all evidence dispositions; Coordinate the return of property to rightful owners with appropriate; Manage court ordered destruction or disposal of evidence; Maintain detailed records of all evidence dispositions.Inventory Control and Audits:
Conduct routine and annual audits of evidence inventory and investigate and resolve any discrepancies; Investigate and resolve discrepancies; Assist with internal and external audits and maintain audit readiness.Records and Reports Management:
Maintain and manage criminal reports and associated documentation and ensure reports are complete, accurate and property linked to evidence; Provide records support and retrieval as needed.Controlled Substance Program:
Administer the department's Drug Take Back Program to include collection, documentation, storage and destruction of surrendered medications; Monitor, service and document prescription drug collection containers located in Mountain Home and Glenns Ferry; Ensure compliance with all applicable regulations related to controlled substances.Financial Accountability:
Manage narcotic-related funds, including buy funds and seized monies; Maintain accurate accounting records and documentation; Ensure compliance with agency policies and auditing standards; Coordinate funds tracking and reconciliation with investigators and command staff.Policy Compliance and Coordination:
Ensure adherence to federal, state and local laws and department policies; Stay current on best practices related to evidence handling and narcotics management; Provide guidance and training to personnel on evidence procedures; Serve as liaison with investigators, prosecutors, laboratories and court officials; Other duties as assigned.Required Knowledge, Skills and Abilities Knowledge of:
Interpersonal relations and communication; Department programs, objectives, policies and procedures; Operation of a personal computer and records management software applications for word processing, spreadsheets, database maintenance, information storage and retrieval, and related tasks; Current department practices and procedures.Ability to:
Have a strong attention to detail and organizational skills; Maintain a high level of integrity and confidentiality; Ability to manage multiple tasks and maintain accurate records; Have effective communication and interpersonal skills; Understand and apply departmental, state and federal law procedures, policies, rules and regulations; Proficiently operate computers, software programs, such as Microsoft Word, Excel, PowerPoint, or similar office software to create documents and other materials, update information, and generate reports; Maintain records efficiently and accurately, prepare clear and concise reports; Communicate effectively both orally and in writing. Acceptable Experience and Training High school diploma or GED equivalency; and Knowledge of chain of custody procedures and legal standards for evidence handling; Experience in law enforcement, evidence and records management; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Successfully pass a comprehensive background investigation relevant to the position, pass a drug test, and remain in good standing for the duration of employment with the County. Special Qualifications Valid Idaho Driver's License Essential Physical Abilities Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and on the telephone; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate and prepare a variety of written/typed documents and text materials; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer and to make adjustments to equipment; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment or in confined storage areas with regular exposure to potentially hazardous materials to include narcotics and biohazards.
