This position is responsible for ensuring that all financial activities comply with federal, state, and local guidelines. This position performs various administrative and finance-related services that require a broad knowledge and understanding of accounting principles, methods, and operations budgets. The work requires handling day-to-day accounting activities for the Housing Authority in a professional and timely manner. Responsibilities General Ledger & Financial Reporting Maintain financial records and files in full compliance with Authority, state and federal protocols. Oversee General Ledgers for multiple funds and grants (including Section 8 HCV, Public Housing and State programs). Prepare and review journal entries, including specialized entries for non-routine transactions. Perform bank, subledger, and general ledger reconciliations, specifically focusing on Security Deposits, Accounts Receivable, and balance sheet accounts. Prepare internal and external financial statements (monthly, quarterly, and year-end) and report significant budget-to-actual variances and trends to the board and outside accountants. Submit quarterly reports to the Connecticut Housing Finance Authority (CHFA). Compliance, Audits & Internal Controls Ensure all financial operations meet or exceed rules, regulations, and standards set by GAAP, HUD, and CHFA. Prepare for and assist with internal, independent, and HUD audits, including coordinating with fee accountants and analyzing general ledger accounts to resolve anomalies. Implement and evaluate internal control protocols, accounting methods, and policies to improve overall administrative effectiveness and reduce operating costs. Maintain a high level of expertise in public housing. Budgeting, Cash Management & Analysis Develop, prepare, and monitor operating, capital, and cash budgets. Forecast personnel and financial needs, outline and monitor cash flows, and accelerate cash receipts. Manage banking relationships, oversee bank balances, control disbursements, and coordinate cash needs. Day-to-Day Accounting Operations Process accounts payable and oversee general bank activities. Process payroll and related employee benefit payments. Manage tenant accounting functions, including posting rent, cash receipts, and resident charges (late fees, returned deposits, maintenance/move-out fees). Update systems for late rent and prepare timely late notices to residents. Establish and maintain credit and collection procedures. Perform other related duties as necessary. Provide assistance and training in all areas of the organization as needed. Cross training will be provided and encouraged.
