Duties Help The purpose of this position is to perform review and analysis of the various procedures used in administering and opering the fiscal control systems of the ste and to identify, determine the cause of, and take corrective action to resolve difficulties, problems, and inefficiencies within those systems and ensure costing structure is established and monitored in the systems the ste level. Analyze, examine, and interpret accounting da, records, and reports to determine past costs, identify improperly recorded costs, and realloce cost to ensure they are recorded in proper cost structure. Monitors and assists in implemention of approved and directed procedural and cost management changes. Provides accounting advice and recommendions to program managers and the installion staff. Identifies, monitors, and reports trends and performance measurements th will aid managers in making financial management decisions. Plans, coordines, and performs comprehensive reviews, special studies, and selective internal examinions of USPFO functions pertaining to cost management environment under the General Fund Enterprise Business System and its interfacing feeder systems. Confers with representives of other local offices/directores to resolve USPFO problems associed with improper cost management tributable to functions under their jurisdiction. Participion in direct deposit is mandory. You must be able to maintain a Tier 1 clearance. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportion as approprie to perform temporary duty assignments. Accounting; or a degree in a reled field such as business administrion, finance, or public administrion th included- or•was supplemented by 24 semester hours in accounting.
Combinion of Educion and Experience :
At least four years of experience in accounting, or an equivalent combinion of accounting experience, college-level educion, and training th provided professional accounting knowledge. The applicant's background must also include ONE of the following : 1. Twenty-four semester hours in accounting or auditing courses of approprie type and quality. This can include up to six hours of business law; 2. A certifice as Certified Public Accountant or a Certified Internal Auditor, obtained through written examinion; 3. Completion of the requirements for a degree th included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully sisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree) , provided th: (a) The applicant successfully worked the full-performance level in accounting, auditing, or a reled field for example, valuion engineering or financial institution examining; (b) A panel of least two higher level professional accountants or auditors determined th the applicant demonstred a good knowledge of accounting and of reled and underlying fields th equals in breadth, depth, currency, and advancement levels th are normally associed with successful completion of the four-year course of study degree, as described above in Paragraph One ; and , (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's educion, training, and experience fully meet the specified requirements. In addition to the basic requirement, applicants must also meet the specialized experience. GS 09- One year of specialized experience the GS 07 grade level which includes: 1) Working knowledge of accounting program principles, procedures, and standards; 2) Collabore with finance, operions, and other departments to ensure accure cost allocion; 3) Communice findings and recommendions clearly from analyzing cost da.
