JOB SUMMARY
Accepts, processes, and performs general accounting procedures related to payments from tenants. Provides accounting assistance to other programs and departments. Prepares all transactions for tax credit properties including, but not limited to, OHFA, OCCH and HUD reporting.
ESSENTIAL JOB FUNCTIONS
The essential functions of the position include, but are not limited to, the following: 1. Downloads and reviews lockbox data and balances payments with bank reports, upload daily eviction report and weekly tenant verification report. 2. Processes accurate ACH payments and direct debits to low rent tenant accounts, appropriately process ACH and lockbox returns items. 3. Reviews and processes check request, payments and account adjustments to ensure all documentation is complete and ensure adjustments are in compliance with applicable regulations, and resolve other payment issues. 4. Prepares monthly report to charge-off collection loss for public housing, and quarterly charge-off for HCV fraud recovery accounts for monthly board meeting; prepare and mail closing statement and process collection loss to vacated tenant accounts; review and send documentation to FABCO for third-party collection; prepare refund vacated balance letters, and check request. 5. Recommends changes to rent collection and write-off procedures and policies. 6. Prepares and uploads late payment fees, and deferred charges, prepare recurring charges and set-up repayment agreements. 7. Processes Public Housing activity to General Ledger, completes Public Housing month-end initialization updates; run and mail tenant statements; prepares and reviews HCV and Public Housing billings and payments for the Chief Financial Officer. 8. Processes weekly and emergency Accounts Payable check run, record all incoming GDPM payments. 9. Processes and reviews Tenant Accounts Receivable report, then distribute to Site Managers. 10. Provides Tenant Accountant assistance to tenants and internal departments. 11. Reviews and updates monthly PIXUS occupancy report. 12. Acts as back-up for Low Rent payment processing, set up Accounts Payable check run payments through bank, prepare bank deposit. 13. Performs other tasks as directed by the Chief Financial Officer.
SUPERVISORY RESPONSIBILITIES
None.
WORK ENVIRONMENT
Typical office environment, with minimal exposure to excessive noise or adverse environmental issues.

Employee responsibilities include the following:

Wearing suitable work clothes as determined by the supervisor/manager and as described in the GDPM Employee Handbook. Performing all tasks safety as directed by his/her supervisor/manager. Reporting all injuries, no matter how slight, to his/her supervisor/manager immediately and seeking treatment promptly. Knowing the location of first aid kits, firefighting equipment and safety devices. Attending any and all required safety and health meetings/training as directed by his/her supervisor/manager. Not performing potentially hazardous tasks, or using any hazardous material, until properly trained and following all safety procedures for those tasks. Stopping and asking questions if ever in doubt about the safety of any operation.
QUALIFICATIONS AND REQUIREMENTS
The incumbent must: 1. Have a minimum of an Associate's degree from an accredited institution in Accounting and three years' equivalent experience and/or training. Five years of related public housing experience may be used in lieu of Associate's degree requirement. 2. Have working knowledge of Microsoft Excel and financial accounting software. 3. Be able to communicate orally and in writing. 4. Be able to meet the following physical requirements with or without reasonable accommodation: a. Use hands to manipulate, handle, feel, and control items or equipment; b. Talk and hear; c. See and be able to read, write, and interpret text and spreadsheet documents; d. Occasionally lift and move objects weighing up to 15 pounds.
