  • Full-time The Alcohol , Drug Addiction and Mental Health Services (ADAMHS) Board of Cuyahoga County is responsible for the planning, funding and monitoring of public mental health and addiction treatment and recovery services delivered to the residents of Cuyahoga County.
Our mission is to enhance the quality of life for our community through a commitment to excellence in mental health and addiction prevention, treatment and recovery services coordinated through a person-centered network of community supports. The ADAMHS Board is seeking an Accountant that is responsible for the maintenance of the internal accounting and budgeting system. The Accountant will assist in the performance, coordination and support of internal and external audits, conducts and compiles agency fixed assets and inventory data and reports, maintains records of billings/reimbursements, reconciliation of agency contract funding and agency reviews. Key Responsibilities Assist in the coordination and preparation, review and analyses of various budget documents. Provides information to contract agencies in the area of accounting, bookkeeping, financial reporting and budgeting. Performs compliance and financial reviews of contracted agencies. Performs internal audits of financial systems, contract agency financial statements, and internal and external reconciliation reports. Assists, processes, monitors and reconciles billings, journal entries, general ledger and reimbursements data inclusive of reconciliation of third party payments on a weekly, monthly or quarterly basis. Generates and analyzes ad hoc reports derived from GOSH, or any other necessary system, and/or Cuyahoga County's Financial Management System developed for review and finalization by the Controller and Chief Financial Officer. Works directly with provider agencies and internal ADAMHS Board staff; develops recommendations on contract adjustments for review by the Controller and Chief Financial Officer. Prepares financial statements required by the State, County, Federal Government and other funding bodies with whom the ADAMHS Board contracts. Monitors and develops monthly ADAMHS Board operating report, inclusive of payroll and monthly projections of expenditures and variance reports. Performs budget variance analysis and account reconciliations. Provides notifications to agencies and appropriate internal staff of all current unit rates established by State and ADAMHS Board for contracted provider agencies. Performs monthly audits on purchase of service contracts and conducting comparative financial analysis of expenditure and revenue trends and patterns. Performs cash deposits on all receivables within 24 hours of receipt. Serves as backup to the Accounts Payable Specialist when required. Assists in the development of financial procedures. Assists in training and employee/organizational development functions relating to financial operations. Supplies information to agency auditors for verifying funding amounts. Responsible for compiling and updating fixed asset inventory data and reports as required for completeness and accuracy. Maintains professional knowledge by attending workshops and reviewing professional publications. Performs special projects as needed or directed. Performs other duties as assigned. Minimum Qualifications Bachelor's Degree in Accounting, Finance or related field. Five years of accounting or other equivalent experience in accounts payable, accounts receivable, general ledger and inventory/fixed assets including three years experience in preparation and analysis of financial documents and statements. Experience in Windows based PC environment including Microsoft Office. Advanced level experience in Microsoft Excel. Proficiency in advanced formulas, financial data analysis and managing large datasets. Must be a flexible self-starter and able to work without direct supervision. Must possess excellent written & oral communication skills as well as strong customer relations skills. Strong problem-solving, team player, multi tasking, analytical, project management, organization, negotiation, and leadership skills. Physical Demands Traditional office position which may require ability to use and operate office equipment and machines such as computer, telephone, fax machine, copy machine, adding machine and other equipment required to successfully perform the essential duties of this position. The pay for this position is commensurate with experience. This position is not eligible for immigration sponsorship.
