The accountant position is the lead for NCTA finance settlement processes including accounting and compliance with partnership agreements. This position will be responsible for monthly interagency settlements, receivables from other toll agencies and payables to them, which are billed monthly. This position must learn the complexities of the Back Office System (BOS) integrity and the impact of integrations to SAP General Ledger. It is essential that this role understand the cashflow revenue reconciliation, I77 contract, and other highway partnerships as they serve as a lead to Accountants that perform the reconciliation processes related to the receivables and payables cash management and settlements. This position coordinates with the Accounting Manager, unit staff and NCTA staff, to implement and refine the business functions and system capabilities that will ensure efficient and accurate collection of data and NCTA reporting for all sources of operating revenues and cash management. This position works hand in hand with NCDOT resources, NCTA resources and contract experts on current projects and future toll projects. This role serves as the technical lead for the department on end-to-end testing of new payment methodologies, new toll processes and new roadways. This position will actively participate in the development, testing and implementation of new processes in the current and future tolling systems and serves as the technical lead for the department on end-to-end testing in coordination with the NCTA IT organization. Physical work location will be 2501 Aerial Center Pkwy, Morrisville, NC 27560 This position is currently eligible for hybrid remote work in accordance with state policy and the agency's remote work program but does require weekly onsite work. Telework options are subject to change at the discretion of management.
Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
$55,221.00 - $96,639.00 Management prefers applicants with the following: In-depth knowledge of accounting theories and principles and systems design. Demonstrated ability to recognize complex and unique issues and develop solutions and/or consult with leadership in order to achieve resolutions. Demonstrated ability to convey concise, comprehensive, and accurate findings and resolutions on matters of a complex nature in written or oral form. Demonstrated ability to ensure the development of related policies and procedures. Demonstrated ability to independently resolve and/or develop recommendations for unprecedented, complex issues and problems.
Additional management preferences:
Advanced proficiency in Microsoft Office (Excel, Word) and General Ledger systems (e.g., SAP), with the technical ability to quickly learn additional platforms such as Integrity Back Office and Card Connect. Experienced in reconciling General Ledger accounts independently. Must reconcile in an accurate and detail-oriented manner as reconciliation processes with external agencies result in multi-million-dollar payments. Experience independently preparing journal entries, such as adjusting journal entries, and in researching and explaining variances. Ability to update procedures and process documentation, with knowledge of accounting internal controls. Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports; or equivalent combination of education and experience.
