HIRING RANGE
$53,900-$74,150 annually Actual pay is determined based on job-related factors such as relevant experience, education, credentials, skills, internal equity, and business needs.
POSITION OVERVIEW
The Budget Accountant uses independent judgment and analytical skills in a highly computerized environment to support complex accounting, budgeting, financial reporting, regulatory reporting, and cost-analysis functions. The position is responsible for monthly preparation and analysis of estimated contractual adjustments, charity and bad debt; preparation and filing of Medicare and Medicaid annual cost reports and settlements; preparation and maintenance of annual budgets; Federal, State, and Local tax returns; reporting to the state COPN Regulatory Authority; and cost analysis. The Budget Accountant also evaluates the theoretical integrity of accounting functions within the assigned area and recommends or implements improvements based on analysis.
PREFERRED CANDIDATE PROFILE
The strongest candidates will demonstrate: Required Accounting education or qualifying Finance/Business education with an accounting concentration At least 1 year of hands-on accounting experience involving analysis, budgeting, and financial statements Annual budget preparation and maintenance Financial statement preparation and analysis Budget-to-actual and variance analysis Cost analysis General Ledger and reconciliation experience Strong Excel proficiency Ability to explain specifically how they have used VLOOKUPs, XLOOKUPs, formulas, and Pivot Tables Ability and interest in working independently with detailed financial data Healthcare accounting/finance experience Medicare/Medicaid cost-reporting or settlement experience Contractual adjustment, charity, or bad-debt analysis Regulatory reporting experience Master's Degree and/or CPA as additional preferred qualifications
REQUIRED QUALIFICATIONS
Bachelor's Degree in Accounting OR Bachelor's Degree in Finance or Business with a concentration in Accounting (approximately 21 credit hours in accounting)
PREFERRED
Master's Degree in a related field with accounting concentration Transcripts are required for submission.
EXPERIENCE
Minimum 1 year of Accounting experience with Analysis, Budget, and Financial Statements Relevant experience may include: Accounting analysis Budget preparation and maintenance Budget-to-actual analysis Financial statement preparation and analysis Financial reporting Forecasting Cost analysis Variance analysis General Ledger accounting Journal entries and accruals Account reconciliations Month-end/year-end close Tax preparation Regulatory reporting Audit support Candidates should be able to demonstrate hands-on accounting responsibilities, rather than only exposure to accounting or financial processes.

KEY RESPONSIBILITIES
Complete complex accounting analysis requiring the independent application of accounting theory. Prepare and analyze monthly estimated contractual adjustments, charity, and bad debt. Prepare and file Medicare and Medicaid annual cost reports and settlements using independent judgment. Prepare and maintain annual budgets. Perform budget-to-actual and variance analysis. Prepare Federal, State, and Local tax returns. Prepare reporting for the state COPN Regulatory Authority. Perform cost analysis and evaluate financial trends. Prepare and analyze financial statements and supporting financial schedules. Support General Ledger activity, account reconciliations, journal entries, accruals, and financial close activities as applicable. Interpret and communicate Federal and State regulations. Manage and assess priorities and deadlines using independent judgment. Assess the theoretical integrity of accounting functions performed within the assigned area of responsibility. Recommend and implement improvements to accounting processes and controls. Serve as a liaison with regulatory and taxing agencies, external consultants, auditors, Riverside leadership, and administrators. Analyze financial information to identify discrepancies, risks, trends, and opportunities for improvement. Maintain accurate financial documentation and support audit and regulatory requirements. Utilize Excel and computerized accounting systems to analyze, reconcile, and report financial data.
