Job Description

This position is in the Office of Audits (AUD) which is part of the Office of Inspector General (OIG) for the U.S. Department of State and the U.S. Agency for Global Media (USAGM). AUD has the responsibility for planning, conducting, supervising, and coordinating audits and evaluations of key programs located domestically and overseas. Projects can be performed to determine compliance with applicable laws or economy and efficiency and/or achievement of programs.
Qualifications:
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-in-grade documentation:
If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements, such as your step increase SF-50. (Examples of appropriate SF-50s include: Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). All applicants MUST meet all of the basic qualification requirements described below for this position: Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with researching, planning, conducting, reporting, supervising, and coordinating performance audits conducted in accordance with Government Auditing Standards. Experience with managing a system of quality controls in compliance with Government Auditing Standards. Experience with federal procurement requirements and the oversight of procurement activities. Experience with federal requirements related to compliance follow-up of recommendations made in Office of Inspector General written reports. Experience with establishing and overseeing statistical and other technical methodological support for federal audits performed in accordance with Government Auditing Standards. Experience with reviewing complex performance audit reports prepared in accordance with Government Auditing Standards and presenting results of activities to senior officials.
Education Requirements:
This position has a positive education requirement, as described below: Basic Requirements for
Performance Auditors:
Bachelor's Degree or higher degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science) OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background MUST also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination
