To provide timely accurate clear and complete financial information to the District Staff, Board of Harbor Commissioners, and the community at large while maintaining the highest levels of integrity and professionalism.
GENERAL PURPOSE
Under the general direction of the Accounting Manager, the Fiscal Technician l is responsible for assisting with accounts receivable processes, maintaining financial records, and ensuring accurate billing and cash application in a timely manner and in compliance with financial policies of the District.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION
The Fiscal Technician represents the Oxnard Harbor District at a Technician level. Roles and responsibilities include, but are not limited to, the following essential functions: Receives and verifies invoices for goods, services, capital projects and grant projects. Receives and verifies billing documentation from customers. Verifies that transactions comply with District and financial policies and procedures. Researches and resolves customer inquiries regarding invoice discrepancies and issues. Distributing invoices to customers. Maintains accurate and complete customer records. Actively participates in Month and Year end financial reporting closing and audit process. Participates in preparation of Annual Comprehensive Financial Report (ACFR). Prepares and analyzes various schedules, reports, and work papers; examines, reconciles, and adjusts accounts balances. Prepares documents as required by auditors. Participates in special research projects. Performs other duties as may be assigned by the Accounting Manager, Director of Finance and/or CFO/CAO. Safety Responsibilities Promote and support safe work practices and compliance with Port safety policies during activities, meetings, public events, and stakeholder engagements. Report safety concerns, hazards, or incidents observed. Maintain emergency preparedness awareness. Exercise sound judgment and professionalism while representing the Port in public and operational environments.
MINIMUM REQUIREMENTS
Education, Training and Experience:
Knowledge of accounting, finance, business administration or closely related field. Must be highly organized and capable of working independently. Strong research and analytical skills. Public Agency experience is desirable.
QUALIFICATIONS KNOWLEDGE
Strong interpersonal communication skills that combine tact, patience, and courtesy. Strong verbal and written communication skills. Proficiency with personal computers, including word processing, spreadsheet applications and accounting-related software programs. Experience with accounting financial models using Excel or similar.
Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business. Ability to successfully obtain and maintain a Transportation Worker Identification Credential (TWIC).
