The Heart of Georgia Altamaha Regional Commission is seeking a Financial Assistant
DEPARTMENT
Finance, Heart of Georgia Altamaha Regional Commission
JOB SUMMARY
This position is responsible for performing administrative, financial, and paraprofessional accounting duties in support of the Finance Department's operations.
MAJOR DUTIES
Receives invoices from Finance Officer, inputs data into financial software system, and processes payments. Prints checks and prepares for distribution and/or mailing; prepares all ACH payments and uploads files to bank. Prepares bi-weekly payroll for staff, including reimbursement expenses, and prepares quarterly and annual payroll reports. Maintains sick leave and annual leave records; maintains signed time sheets; maintains specific employee files required to be separate from Human Resources files. Maintains official records of Regional Commission employees, including employee files, new employee enrollment forms and payroll change forms; performs E-Verify checks, prepares employee W-2s and process annual W-2 reports. Assists employees with benefits and policy related questions and claims Maintains accounts payable records in an organized manner; assists with fiscal year close out/opening procedures as requested. Checks all data entry for accuracy, reconciliation, and completeness. Assists in compiling information from various sources to estimate expected revenues, expenditures, and to budget for existing revenues, expected expenditures, and enters, updates, and amend those budgets Prepares monthly, quarterly, and annual reports for local, state, and federal agencies and contracts. Conducts detailed budget analyses related to expenditures and revenues as requested. Utilizes forms [provided by grantor agencies to submit request for payment(s) based on expenditures or anticipated expenditures as needed, and submits documentation related to such filings to appropriate staff. Ensures prompt payment for accounts and notes receivable Assists in preparing monthly summary of cash balances by account for review by management. Provides support to the Finance Department by assisting in audits, maintaining financial files, compiling reports, and reviewing accounts for accuracy. Assists in bank reconciliation of all bank accounts, prepares journal entries, and closes books month as needed Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of applicable federal and state laws, regulations, and guidelines. Knowledge of governmental accounting and Generally Accepted Accounting Principles (GAAP) and bookkeeping practices. Knowledge of computers, various hardware and software applications, and peripherals. Skill in operating office equipment, including a computer, typewriter, calculator, facsimile machine, telephone and copier. Skill in using accounting, spreadsheet, word processing, and graphics software. Skill in performing mathematical calculations. Skill in oral, written, and interpersonal communication.
MINIMUM QUALIFICATIONS
An associate degree in accounting with two years of related experience is required. A baccalaureate degree in accounting, finance, or related field is preferred. Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver's license for the type of vehicle or equipment operated.
