Description Toole County Clerk and Recorder Office in Shelby, MT is hiring a full - time Accounts Payable Clerk. Work Unit Overview The mission of the Clerk & Recorder's Office is to provide accurate and timely financial support services to public officials, departments, and the public in order to ensure efficient and effective use of county resources. Job Summary The Accounting Clerk is responsible for performing a variety of clerical accounting duties in accordance with county policies and legal requirements. Duties include performing accounts payable, accounts receivable, maintaining books and ledgers, coding and processing transactions, and related customer service. This position reports to the Clerk & Recorder. Essential Functions (Major Duties or Responsibilities) These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs. Review and process claims submitted to the County for payment according to established procedures and laws. Ensure appropriate information and back up are included, assist department heads by providing the information they need to review and approve claims, and ensure that all paid claims are filed appropriately in order that they be easily retrieved for audits. Maintain copies and working knowledge of the contracts that various vendors have with the County for goods and services to ensure payments are in accordance with the contract terms. Maintain and update vendor files to ensure all accounts payable activities are performed promptly according to department procedures. Process 1099s, mail to vendors, and file with state and federal revenue agencies as required by law at the close of each calendar year. Complete billing and accounts receivable procedures according to established methods to ensure that County entities receive payment for goods and services. This includes proofreading, verifying, sorting daily transmittal reports and receipts for goods/services provided by the County; entering billing information into the appropriate accounting software; ensuring that monthly bills are ed, collated and mailed; and receiving, recording, and banking cash, checks, and vouchers. in voter registration, ballot preparation, ballot distribution and the counting of the ballots on election night. Non-Essential Functions Perform a variety of clerical and administrative functions in support of County staff. Perform other duties as assigned including but not limited to managing special projects, attending meetings and conferences, providing backup for other staff, participating in training, etc. Physical Demands and Working Conditions The demands and conditions described are representative of those the employee must meet to perform the essential functions of the job. Frequent periods of sitting and standing and occasionally required to reach with hands and arms, and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision. Subject to frequent interruptions sometimes from emotionally charged members of the public. Work occurs in a county office. Occasionally required to lift up to 20 pounds. Occasionally required to travel to meetings. Supervision Exercised This job does not supervise other County employees. Knowledge, Skills, and Abilities This job requires knowledge of accounting and bookkeeping methods and techniques; accounting software; accounts receivable; accounts payable; the organization and operation of County government; and office practices and procedures. This job requires skill in mathematics;municating verbally and in writing; making informed presentations; and in quickly and accurately processing transactions. This job requires the ability to operate general office equipment includingputers and software applications; to read and interpret documents such as spread and balance sheets, invoices, correspondence; write routine reports and correspondence; establish and maintain effective working relationships; use independent judgment to solve problems; to speak before the general public and other County employees; and respect the confidentiality of information related to accounting duties. Education and Experience This job requires education and experience equivalent to an Associate's degree in accounting, business administration, or related field. Equivalencies include graduation from High School or a GED plus two (2) years related work experience.
