THIS POSITION IS PART OF THE HELP PROGRAM AND DOES NOT REQUIRE A CIVIL SERVICE EXAMINATION.
The work involves responsibility for planning, assigning and supervising major account keeping activities and/or independently performing difficult and responsible account keeping functions. Work is performed under general supervision in accordance with outlined policies and procedures allowing for the exercise of independent judgment in planning and carrying out the details of the work. Difficult technical or policy problems are referred to a supervisor for decisions or review of judgment, if recommendations are made.Examples of Typical Duties Typical Work Activities:
Plans, assigns and reviews the maintaining and checking of a wide variety of financial records and reports and instructs employees in the specialized details of the work; Revises and develops improved work procedures and methods and installs those approved by supervisors; Handles complaints, suggests solutions to problems and conducts financial correspondence; Assists supervisor in the preparation of budget information, collection of data, compiling of statistics and solution of personnel problems; Maintains complex activity control records, schedules work loads and flow and coordinates the work with that of other units; Supervises the maintenance of the bank ledger and the daily entries of bank deposits and disbursements; Maintains a daily balance of monies in various banks and notifies staff of proper banks and accounts in which to make deposits and withdrawals; Compiles, prepares and analyzes complex labor material and operational costs records and reports; Classifies a complex variety of receipts and expenditures and distributes cost according to a prescribed code; Compiles, prepares and analyzes a variety of complex financial and statistical records and reports; Supervises and reviews the checking of complex account keeping records and reports for arithmetical and clerical accuracy, completeness and proper extensions; Compiles data for budget, recommends budget estimates and assists in maintaining budget control; Operates calculator, computer terminal ad other office equipment. Full Performance Knowledge, Skills, Abilities and Personal Characteristics Thorough knowledge of modern methods used in keeping and checking financial records and accounts; thorough knowledge of office terminology, procedures and equipment and business English; ability to plan, assign and supervise the work of account keeping and clerical assistants; ability to understand and carry out complex oral and written directions; ability to make arithmetic computations rapidly and accurately; ability to analyze and organize complex data and prepare records and reports; ability to develop effective working relationships and deal diplomatically with the public, subordinates and other work contacts; ability to readily acquire familiarity with departmental organization, functions, laws, policies and regulations; good judgment in solving complex account keeping problems; a high degree of accuracy, initiative and resourcefulness. Minimum Qualifications a. Graduation from a regionally accredited or New York State registered college or university with an Associate Degree in accounting, business or a closely related field and two (2) years of experience maintaining financial accounts and records, at least one (1) of which must have involved supervision; or b. Graduation from high school or possession of a high school equivalency diploma and four (4) years of progressively responsible experience in maintaining financial accounts and records, at least one (1) of which must have involved supervision; or c. An equivalent combination of training and experience as defined by the limits of (a) and (b) above.SPECIAL NOTE
