Job:
Under the direct supervision of Department of Environmental Services (DOES) management, the Account Clerk is responsible for record keeping of accounts, service work orders, invoices, and other duties as assigned by DOES management. Essential Duties and Responsibilities to be performed: Required to perform accounting tasks including but not limited to data processing, utility billings, financial management and inventory system, maintaining invoices, processes purchases orders, requisitions, invoices, and material for annual audits for DOES. Sort incoming mail for processing and post payments to customer accounts. Performs cashier duties which include balancing and entering daily receipt balances against cash proof sheets. Establishes new customer accounts in the billings system and verifies transfer of properties, verifies delinquent customer accounts, and verifies customer records. Issues, processes, and maintain records of new water and sewer permits. Responsible for answering the phone and answering questions by customers directly regarding billing problems as well as transferring calls within DOES. Maintains water and sewer loan payments and schedules. Maintains meter reading process and then analyzes the reports for billing, bill exceptions, and resolving issues surrounding meter readings. Coordinates data and tasks with divisional personnel, other municipalities, and financial institutions. Calculate utility bill for all customers while continually working to improve the customer database. Process, create, and delivery utility bill for customers while working with divisional personal and vendors. Coordinate with banking institutions regarding issues with customer payments and non-sufficient payments while maintaining compliance with ACH standards. Schedule appointments and create service work orders while communicating with employees regarding work orders which arise throughout the day. Perform all duties related to the creation of new water taps including but not limited to entering new applications, mailing invoices, generating worksheets for tap crew, and creating new meter cards for use within the billing office and tap database. Responsible for communication with customers regarding main breaks and generating reports regarding main breaks. Responsible for daily master meetings pertaining to the environmental protection agency to ensure compliance. Generate monthly EPA reports, quarterly THM reports, and consumer confidence reports.Other Functions to be performed:
Attend meetings and seminars as required. Prepare and analyze reports including retention, bad debt records, and consumption reports. Prepare travel requests, equipment outlay requests, and monthly expense reports. Performs other related duties as required.Minimum Qualifications:
Two (2) years of accounting experience. Completion of high school or GED. Proficient in use of a computer. Experience with Word and Excel. Knowledge of basic accounting procedures. Valid driver's license. Ability to develop and maintain working relationships with co-workers and general public. Ability to learn and follow safety rules and regulations.Preferred Qualifications:
Erie County resident. A (2) year college degree in business or related field with college courses in accounting and one (1) year experience in business office environment or five (5) years progressive work experience with financial or accounting software programs.Physical Requirements:
Alternate frequently between sitting/standing/walking throughout an eight (8) hour workday. Lift/carry a minimum of eight (8) pounds. Reaching with bilateral upper extremities into/up to/down to various heights. Bend/squat/crouch/kneel. Ability to lift thirty (30) pounds from floor to above head. Push/pull with twenty (20) pounds of initial force. Climb onto stepladder (2 steps).
