Job Description

Job Overview The Knightstown Public Library is seeking a detail-oriented part-time Bookkeeper to maintain the Library's financial records and support the Library Director and Board Treasurer in meeting the Library's obligations under Indiana public library law and the requirements of the State Board of Accounts (SBOA) and the Department of Local Government Finance (DLGF). This position handles day-to-day bookkeeping, claims processing, payroll, and reconciliation. Hours vary by week, with heavier demand from December through March during annual reporting season. Compensation and benefits are as established in the Library's current Salary Ordinance.
Duties Claims and Payables:
Prepare itemized claims documentation for Library Director certification and Board approval under IC 36-12-3-16, including completion of Library Form No. 4. Process accounts payable and record electronic payments through the Library's bill pay system as an authorized user.
Financial Records:
Maintain the Library's general ledger in accordance with State Board of Accounts requirements. Reconcile daily cash receipts and deposits against circulation records.
Payroll:
Process staff payroll, including timekeeping reconciliation, tax withholding, and required payroll tax filings.
Reconciliation and Reporting:
Reconcile bank statements monthly. Generate standard financial reports for Board meetings.
State Compliance:
Assist the Library Director in preparing the annual budget and required SBOA and Indiana Gateway submissions. Assist with State Board of Accounts audit preparation and respond to auditor requests as directed.
Communication and Coordination:
Place phone calls and correspond by email with vendors, financial institutions, payroll and tax agencies, auditors, and Library staff to resolve billing questions, payment issues, and reporting requests. Communicate clearly and professionally on behalf of the Library.
Technology:
Work confidently on a Windows computer using email, web-based reporting portals, spreadsheets, cloud file storage, and scanning equipment. Learn Library-specific systems with training provided.
Recordkeeping and Records Retention:
Follow the Library's recordkeeping policies and procedures. Maintain supporting documentation for all claims, payments, and payroll transactions in both digital and physical form, filing and naming digital records according to the Library's digital records procedures and maintaining organized physical files. Retain and dispose of financial records only in accordance with the Library's Records Retention and Destruction Policy and the applicable Indiana retention schedules. Make records available for Board review and audit. Requirements Proven experience as a Bookkeeper or in a similar accounting role, with a strong understanding of double-entry bookkeeping principles. High school diploma or GED required; associate's degree or coursework in accounting or bookkeeping preferred. Solid knowledge of financial concepts including debits and credits, journal entries, account reconciliation, and bank reconciliation. Working knowledge of governmental or fund accounting. Familiarity with Indiana local government finance, SBOA requirements, or the Indiana Gateway reporting system is strongly preferred. Proficiency with accounting software. The Library uses AVC Technology ; experience with AVC or a comparable governmental fund accounting system is preferred, and training on our system will be provided. Experience with payroll processing, accounts payable, cash receipts, and general ledger accounting. Strong spreadsheet skills and the ability to analyze financial data accurately and efficiently. Comfort with computers, email, and web-based reporting systems, and the ability to handle routine phone and email correspondence professionally. Excellent attention to detail, organizational skills, and the ability to manage multiple deadlines. Ability to maintain strict confidentiality of financial and personnel records. Must pass a criminal history background check. A criminal history will not necessarily disqualify an applicant. Other related financial or clerical duties may be assigned by the Library Director.
