Job Description

The City of Roanoke is seeking an Accounts Payable Systems Coordinator to supervise the customer payment processes for the department of Social Services and maintain records on the city and state accounting systems. Additional job responsibilities include but are not limited to coordinating implementation of accounting system improvements including subsystem implementations and reviewing system tables and financial reports during system upgrades or enhancements to make sure that all transactions are processing correctly. The successful candidate will supervise, plan, and direct the work of professional and technical staff; prepare journal entries, budget transactions, and account reconciliations, and assemble statistical and accounting data on request. They will also assist independent auditors as required. Bachelor's degree or equivalent from four-year college or university accounting; three to five years related experience and/or training in accounting and accounts payable with supervisory experience; or equivalent combination of education and experience is required. Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia is also required.

SUMMARY Supervises the customer payment processes for the department of Social Services and maintains records on the city and state accounting systems. Coordinates implementation of accounting system improvements including subsystem implementations. Reviews system tables and financial reports during system upgrades or enhancements to make sure that all transactions are processing correctly.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Supervises and advises staff in the procedural processes of the accounts payable functions Reviews and edits work of staff, ensuring proper journal entries, financial reports and data entry into the Federal, State and City accounting systems Prepares and supervises the disbursement of client and vendor payments Researches and provides financial data on request to clients and vendors Monitors customer service activities for compliance with Federal, State and local benefit program mandates Coordinates with other DSS personnel to resolve problems related client and vendor payments Assists with any financial systems implementations and improvements, including any subsystems Assists users with complicated systems issues Assists in supervising the Harmony Accounting/ Database System which processes payments to CSA/Foster Care and IV-E expenditures; attends training to keep abreast of changes with system Assists with the testing and reconciliation of any financial system upgrade or enhancement Reviews system tables and financial reports during system upgrades or enhancements to make sure that all transactions are processing correctly Reviews current accounting procedures and recommends needed improvements Provides financial support to the Juvenile Justice Block Grant program by processing invoices, preparing financial statements and attending meetings Reconciles and enters city expenditures into the States Locality Automated System Expenditure Reimbursement (LASER) system Prepares and processes service contracts for payments for Human Services Grant programs Assists Federal, State and independent auditors as needed Prepares journal entries, budget transactions and account reconciliations Participates in special projects, researches and prepares management reports as needed Serve as the backup Human Resource contact for the Department of Human Services
SUPERVISORY RESPONSIBILITIES
Supervises assigned account technician and clerk staff and agency Human Resource contact. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

EXPERIENCE
Bachelor's degree or equivalent from four-year college or university accounting; three to five years related experience and/or training in accounting and accounts payable with supervisory experience; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to prepare reports and correspondence. Ability to communicate effectively with groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written or oral form.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
