Gray Operations Group is seeking an experienced and self-directed Program Control Analyst to support and optimize program management efforts across our firm and our clients. This role serves as a flexible program control resource, working closely with multiple clients, internal staff, and partner companies to provide comprehensive support in managing program budgets, assignments, modifications, contracts, billing, and invoice reconciliation. This is not a task-driven role. Success in this position requires the ability to evaluate situations, identify what needs to be done, and take action, often without detailed instructions or daily task assignments. The ideal candidate is a proactive contributor who is comfortable working autonomously, learning new tools and concepts as needed, and adapting to evolving client and business requirements. You will be expected to ask thoughtful questions, seek out information, and continuously expand your program control expertise in a dynamic, client-facing environment. The Program Control Analyst will contribute to the design, build, and implementation of a program control solution tailored to Gray Operations Group, its sister companies, and its clients. This includes establishing scalable processes and tools to manage program budgets, runouts, assignments, and contract modifications, and integrating program control practices into the company's broader operational framework. This role will serve as a hands-on program control advisor for clients, proactively assessing program control needs, anticipating issues before they arise, and delivering guidance and solutions without waiting for direction. The Program Control Analyst will monitor program financial performance, perform variance analysis, and independently investigate and resolve discrepancies as they are identified. The Program Control Analyst will support billing, invoice reconciliation, and contract review processes, proactively identifying issues and driving resolution in coordination with finance and client teams. This includes locating, interpreting, and synthesizing documentation to establish budgets, set up projects, and maintain accurate program records across all active engagements. The ideal candidate will continuously learn and apply new program control concepts, tools, regulations, and best practices to improve financial visibility and program outcomes. This role is expected to identify efficiencies across operational workflows and recommend improvements that strengthen both internal operations and client delivery. Experience A minimum of five years of program control experience is required, with demonstrated proficiency in managing budgets, assignments, modifications, contracts, and subcontracts. Candidates should have a strong background in providing financial tracking and analytical support within the government contracting sector, with experience spanning program control, finance, cost estimating, financial analysis, or accounting functions such as accounts payable and receivable. Technical Knowledge Candidates must have a complete understanding of financial analysis, accounts receivable, and revenue and profit forecasting, along with demonstrated experience in program baseline development, Estimate at Completion (EAC) development, and cost estimating and pricing. A strong working knowledge of government contracting regulations, general business and accounting principles, and contract types is required. Proficiency with MS Office is expected, with an advanced command of Excel including formulas, pivot tables, conditional formatting, and data visualization. Working knowledge of Unanet, Costpoint, or comparable government accounting software is highly desired. Skills and Attributes The ideal candidate will bring exceptional organizational and project planning skills, the ability to review contracts and purchase orders for accuracy and alignment, and the capacity to consolidate and analyze information from multiple sources.
