This positon is located at the San Diego, CA VA Healthcare System. The incumbent is under the direct supervision of the Supervisory Budget Analyst, Financial Resources Management Service, Budget department.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026.

Time-In-Grade Requirement :

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience to qualify for the GS 9 would typically include, but are not limited to: Performing budget formulation tasks, reviewing funding requests, preparing budge reports, monitoring obligations and expenditures, Identify trends, identify funding issues, providing guidance to managers Examples of specialized experience to qualify for the GS 11 would typically include, but are not limited to: Budget formulation and execution, Financial Analysis, Advising managers on budget policy, financial procedures, Identifying budget issues,

OR, Education:

Applicants may substitute education for the required experience. To qualify based on education for the GS 9 grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related To qualify based on education for GS 11 grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Preferred Experience:

Budget execution and financial monitoring for clinical, administrative, research, or support-service programs. Preparing operating-plan analyses, spend plans, obligation and expenditure reports, and year-end closeout materials. Working with program managers to forecast resource needs and explain variances between planned and actual spending. Identifying underperforming or unfunded requirements and recommending reallocations or reprogramming actions. Preparing management briefings, statistical reports, and decision-support analyses. Using electronic financial systems and advanced spreadsheet tools to reconcile data and produce accurate, timely reports. Experience navigating VA organizational processes, VA financial systems, and VA HR-related systems for workforce planning and personnel-cost analysis. Note :

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
