This position is assigned to the State Accounting/Resource Office (SAO), functioning within the State of Idaho - Military Division. The primary purpose of this position is to manage federal reimbursements for the cooperative agreements, to provide functional analysis and administrative assistance for the Budget Analysts of the Idaho Air National Guard (IDANG) and Idaho Army National Guard (IDARNG) Cooperative Agreements in order to ensure that state and federal requirements of the Cooperative Agreements are being met, and to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services for the Idaho Military Division.MILITARY DIVISION MANDATORY QUESTIONS

(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.PREFERRED EDUCATION/EXPERIENCE

If applicable for experience, provide response addressing qualifying professional-level experience ) Nine credits of college level accounting ; AND/OR Operational knowledge of cooperative agreements or grantsREQUIRED EXPERIENCE
(attach as a supporting document in Luma): Must have 24-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience. (1) Describe your knowledge of financial regulations (state and federal), cooperative agreements, governing federal and state statutes, court rulings, accounting regulations, payroll processes, and generally accepted accounting principles; and the ability to reference and apply the information to make sure that expenditures comply with authorized budget amounts, administrative restrictions, and proper accounting structure. (2) Describe your knowledge and ability to reconcile or resolve complex or difficult financial transactions. Requires experience in reviewing, evaluating, and verifying a wide range of accounting transactions to determine accuracy. (3) Describe your skill and ability to prepare financial reports and function as a technical authority on the information and method used to prepare the report and to use the report to inform decisions within the accounting system and future budgets. (4) Describe your skill and ability to use automated accounting and reporting systems, automated accounting equipment, and common software applications such as Excel and query reporting programs. (5) Describe your knowledge of accounts payable and/or payroll duties. (6) Describe your knowledge of budget, financial regulations, and laws for grants/cooperative agreements in order to be able to ensure compliance and to make recommendations for changes. This includes a working knowledge of a variety of budget functional areas and the relationships to other functions in order to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
