Job Description

Position Purpose Provides acquisition and budget analysis supporting NCCIH portfolios, programs, and projects. Produces the financial content of contract deliverables and supports the Program Manager on the budget estimates furnished to the Contracting Officer's Representative and the Contracting Officer. Principal Duties
  • Prepares budget estimates and updates for individual NCCIH portfolios, programs, and projects supported under the task order.
  • Produces the Financial Report submitted as an appendix to each Monthly, Annual, and Final Status Report, covering current and projected staffing and spend by technical area.
  • Tracks funding allocation by workstream, estimated completion amounts, and spend to date.
  • Supplies the budget content of the status report delivered ahead of each COR review.
  • Analyzes acquisition documentation and supports development of business needs documents and planning materials.
  • Conducts research and benchmarking on acquisition and budget practices applicable to assigned initiatives.
  • Supports process mapping and documentation of administrative and acquisition workflows.
  • Supports cost estimating for surge assignments quoted under SOW Task 3, including the labor rate mapping the Surge Support Approval Form requires. Minimum Qualifications
  • Bachelor's degree from an accredited institution.
  • Three years of Federal budget, financial analysis, or acquisition support experience.
  • Advanced Microsoft Excel proficiency, including financial models and pivot analysis.
  • Able to produce complex reports and presentations for client stakeholders.
  • Able to obtain and maintain HHS personnel security screening at the level the Government determines.
EMD Strategies Education and Experience Substitution Policy applies. An Associate's degree may be substituted with a high school diploma plus two years of relevant experience. A Bachelor's degree may be substituted with a high school diploma plus four years, or an Associate's degree plus two years. A Master's degree may be substituted with a Bachelor's plus two years. Higher education may substitute for required years of experience where appropriate. Preferred Qualifications
  • Federal Acquisition Certification in Contracting, or Certified Federal Contracts Manager.
  • Experience with NIH or HHS budget formulation and execution cycles.
  • Familiarity with Federal appropriations principles, including bona fide need. Contract Requirements Applying to This Position These commitments were made in the quote accepted at award and bind performance.
  • Onboarded and submitted for agency access by the contract kickoff meeting, which occurs no later than fifteen days after award.
  • Onsite at the NIH Bethesda campus as Government Site labor, with a Personal Identity Verification credential and an assigned workstation.
  • HHS personnel security screening at the level the Government determines, completed before access is granted.
  • HHS Privacy and Information Security Awareness training and the HHS Information Security Rules of Behavior acknowledgment, completed before access and annually thereafter.
  • A signed non-disclosure agreement, submitted to the Contracting Officer before performance begins.
  • A single reporting line to the EMD Strategies Program Manager. No NCCIH staff member supervises contractor personnel.
  • Departures are filled promptly, absences longer than three weeks are backfilled, and shorter absences are absorbed by staff already on the contract.
  • All work products are submitted as drafts or recommendations for Government review.
The position does not issue, approve, or enforce Government policy or perform an inherently governmental function.
Pay:
From $85,000.00 per year
