Budget and Policy Analyst Job ID20857 Location Madison Agency Health Services Full/Part TimeFull-Time Regular/TemporaryRegular Classification Code09110 Classification TitleBudget Policy Analyst Ag-Adv Introduction The Department of Health Services (DHS), Office of Policy Initiatives and Budget (OPIB) is recruiting to fill a full-time Budget and Policy Analyst position. DHS strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated workforce. DHS is one of the largest state agencies in Wisconsin, with an annual budget of roughly $20 billion and more than 6,700 employees. DHS oversees Medicaid, the single largest program in the state budget along with other health and human service programs. This position can be headquartered at our central office at 201 E. Washington Ave in downtown Madison or our offices in Waukesha or Milwaukee. The position can work remotely most of the time but will be required to report to the Madison office at least one day every two weeks. This schedule may vary based on training or operational need. Position Summary As a Budget and Policy Analyst, you will be responsible forproviding fiscal and policy analysis in support of DHS Office of the Secretary and Division activities. You will serve as lead analyst for the Division of Care and Treatment Services (DCTS), including Community Mental Health, Crisis System Services, Substance Abuse Services, Conditional and Supervised Release, and the DHS care and treatment facilities. The position also provides analysis for Shared Services, Municipal Services, and GPR Earned/Sum Sufficient Estimates.
Responsibilities include:
Monitoring and analyzing care and treatment program operations budget expenditures and revenues. Analyzing policy proposals for possible inclusion in the biennial budget or separate legislation and developing issue papers to present to executive staff. Developing estimates for standard budget adjustments for incorporation into the Department's biennial budget request. Advising staff on program and budget changes. Salary Information The starting pay is between $42.00 and $45.00 per hour (approximately between $87,300 and $93,600 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Budget and Policy Analyst Agency - Advanced and is in pay schedule and range 81/03. Job Details All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. eligible employer. Qualifications Minimally qualified applicants will have work experience with all the following: Experience conducting qualitative and quantitative analysis on public policy issues. Experience analyzing and modeling data using Excel or other software (e.g., SAS, R, Stata, etc.). Experience preparing options or issue papers, reports, or similar written analytical products on public policy topics. Experience providing financial oversight through the monitoring, analysis, or reporting of budgets/expenditures. Well-qualified applicants will also have work experience with one or more of the following: Experience with State of Wisconsin budget and fiscal processes including State Transforming Agency Resources (STAR) financial reporting. Experience analyzing policy or budget proposals related to health care issues. Experience working collaboratively with partners within a large organization with multiple operating divisions, programs, and funding sources to identify and advance shared goals.
