Job Description
JOB Target Hiring Range:
$101,256.48 - $112,505.53The primary purpose of this position is to oversee the organizations budget preparation, development, implementation and administration process, including the preparation, review, and submission of departmental and fund budget documents, financial reports and accounting records and to assist departments with budget management activities. This position shall also monitor, forecast and analyze revenues, expenditures and other data; participate in the external audit; and, may perform special projects as assigned. This position provides direction to other employees.EXAMPLE OF DUTIES
Provide functional supervision in the coordination, preparation and monitoring of City-wide operating and capital budgets, including developing and presenting procedures, requirements, instructions, and schedules for budget input, review and modification. Participate in the programming, forecasting, research, development, analysis, formulation, and training of the City's budget. Integrate salary surveys, position control analysis, and strategic plan goals, strategies, and performance measures into the budget process and forecasting models. Provide oversight and integration of the capital budget, bond authorizations and multi-year capital planning into the City's overall budget planning and preparation. Ensure compliance with guidelines and legislation pertaining to budget and tax rate adoption. Establish operating and capital improvement program budgets in the City's chart of accounts. Support the development and implementation of financial and statistical measures to evaluate the existing and future financial environment of the City. Present and explain complex budgetary and financial analyses and make sound recommendations to departments and senior management. Make projections concerning revenues and expenditures and make recommendations to adjust budgets and expenditure authorizations to maintain structural balance between revenues and expenditures. Perform account reconciliations as needed. Review and process budget amendments and prepare and monitor budget transfer and adjustment requests. Compile documents and statistical reports including fee schedules, departmental summaries, budget instructions, etc. Maintain budget related information on the City's website. Prepare and submit budget for Distinguished Budget Presentation award. Participate in City-wide process improvement initiatives. Participate in Executive Team reviews of department budgets. Provide functional and technical assistance in the City's external audit process; develop and maintain audit program applications; prepare related financial statements; address external auditor requests; maintain annual Bond Continuing Disclosure information; assist with the implementation and integration of new audit pronouncements; work with City's Controller to update monthly financial reports for budgetary control; and, prepare and publish audit document for Certificate of Achievement for Excellence in Financial Reporting award.Prepare and provide documents and schedules related to the issuance of long-term debt for bond counsel and bond rating agencies. Maintain debt related information on the City's website. Provide functional and technical assistance in establishing and maintaining the City's Tax Increment Financing (TIF) districts; prepare annual TIF reports for TIF boards; prepare billing documents for the City's TIF districts; assist in the creation and establishment of Public Improvement Districts (PIDs); prepare historical sales tax reports; and, review property tax records for exemptions research and other tax related matters. Prepare and submit a variety of periodic and ad hoc budget and financial reports, surveys and documents. Perform cost and revenue recovery activities. Audit the organizations expense reports for policy compliance and accuracy; research and resolve accounting errors; assist new businesses in obtaining a sales tax permit; and, analyze various sales tax documents for accuracy and report requests for sales tax reallocations to the State Comptroller's Office. Prepare City Council agenda documents, resolutions, ordinances, requests for proposals, bid packages, and other miscellaneous documents; prepare special analyses for City Manager, City Council, Director of Finance and various boards and committees. Participate in various efficiency studies and analyses of areas that pertain to budgetary or financial controls and operations.
SUPPLEMENTAL INFORMATION
This position manages various processes for a group of employees or work unit. The complexity of the work is governed by broad instructions, objectives and policies requiring the exercise of considerable initiative and independent thinking within the limits of policies, standards and precedents. Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations and utilizes resources to continuously improve customer satisfaction. This position normally performs duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Intermediate ability to read papers, books, reviews, technical journals, financial reports, and/or legal documents. Intermediate ability to apply fundamental concepts of theories and work with mathematical operations methods and functions of real and complex variables. Intermediate ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling and grammar, using all parts of speech. Work requires hands-on experience with accounting software and statistical packages including Tyler-Munis products; extensive knowledge of MS Excel (specifically, advanced tools and formulas, pivot tables and charts); familiarity with forecasting methods and data analysis; excellent numeracy skills with an attention to detail; strong analytical skills; knowledge of accounting best practices and regulations; and, ability to explain budgeting and financial information in plain terms.Licenses and Certificates:
Valid driver's license with good driving record and ability to maintain while employed.Work Environment:
Works primarily in climate-controlled office environment. Position requires some lifting up to 35 pounds. Physical demands are sedentary in nature but include walking, standing, reaching, and bending.
