Formules, reconciles, and executes the budget for the USPS Office of the Inspector General. Forecasts budgetary operions on a monthly, quarterly, and annual cycle, ensuring alignment with agency financial goals. Prepares detailed narrive and quantitive budget justificion estimes and stements for review. Analyzes budget activities (monthly, quarterly, and annually) of the agency to notify management of trends toward over-expenditure or under-utilizion of funds. Recommends solutions to intrice budgetary problems and issues in all phases of budget administrion. This includes reviewing, researching, and proposing alternive budget stregies. Assists with USPS budget and financial policies by implementing and monitoring policy regulions and providing guidance to OIG employees. MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualificions listed below. Bachelor's degree from an accredited college or university AND At least three years of specialized experience th includes supporting the annual budget forecasting, formulion, and execution to include planning, designing, coordining, implementing, and maintaining an agency's budget; performing the full range of program planning functions such as developing budget objectives, estiming resource costs, and evaluing plan effectiveness; providing financial advice and consultion to agency staff on complex and sensitive budget mters; developing recommendions for new policy changes; experience with financial management systems to manage accounting and budget da.
DESIRABLE QUALIFICATIONS
Bachelor's degree in Accounting, Finance, or Economics from an accredited college or university Experience in developing solutions using Dynamic 365, and Power Plform suite of tools (Power Apps, Power Autome, Power BI and Daverse)
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluion factors. Experience in performing reconciliions, analyzing informion, identifying problems and resolutions, and making budget execution recommendions. Ability to communice effectively both orally and in writing, presenting concise and well-considered suggestions to leadership and other agency personnel. Proficiency in creing budget tables and writing narrives to support agency congressional budget justificions. Advanced skills in Excel, Microsoft Products, Power BI, and AI Tools to include the use of AI Prompting.
