Clearance. The Cost Analyst Lead will provide senior-level cost planning, estimating, and analysis support to the Business Management Director. The position will develop program and lifecycle cost estimates, support acquisition strategies and contract solicitations, prepare formal cost analyses, and coordinate cost documentation with Army cost organizations and contracting offices. Lead cost estimating and analysis for programs, acquisition strategies, and contract solicitations. Develop Program Office Estimates (POEs) and support five-year lifecycle cost, schedule, and performance analysis associated with RDPs, SPAR, POM, and
JCIDS IT
Box activities. Prepare formal cost analyses including Business Case Analyses (BCA), Cost Benefit Analyses (CBA), Affordability Analyses (AA), and Better Buying Power-related analyses. Coordinate cost estimates and supporting documentation with
DASA-CE, CPE ISW
Cost Teams, Army Contracting Command, GSA, and FEDSIM. Provide senior-level cost recommendations, documentation, and rapid-response analysis supporting acquisition and program decisions. Background and Education Required for the position Degree in Economics, Finance, Accounting, Mathematics, Statistics, Operations Research, Business, or a related quantitative discipline preferred. 8+ years of relevant cost analysis, cost estimating, operations research, financial analysis, or related experience
  • Demonstrated experience developing DoD program cost estimates and lifecycle cost analyses.
  • Experience developing Program Office Estimates (POEs) and cost estimates supporting acquisition strategies and contract solicitations.
  • Experience preparing and/or supporting BCA, CBA, Affordability Analysis, or comparable DoD cost-analysis products.
  • Demonstrated ability to analyze complex cost, schedule, program, and acquisition information and provide recommendations to Government leadership.
Position expectations Lead and manage complex cost estimating and analysis activities supporting multiple programs and acquisitions. Work independently with minimal supervision and exercise sound analytical judgment when developing estimates and recommendations. Lead development and review of cost products, ensuring estimates and analyses are accurate, supportable, timely, and properly documented. Coordinate directly with Government program, acquisition, contracting, financial, and cost organizations to develop and defend cost positions. Provide senior-level recommendations to Government leadership, clearly communicating cost drivers, assumptions, risks, alternatives, and impacts.
