Chief School Financial Officer
REPORTS TO
The chief school financial officer shall work under the direct supervision of the local superintendent of education but shall have a fiduciary responsibility to the local board of education.
EVALUATION
Job performance will be evaluated in accordance with established board policies and administrative procedures and guidelines.

Finance department staff and business office personnel (including a shared supervision of bookkeepers) SALARY Negotiable based on education and experience
DAYS/ HOURS 240/8.0 FLSA STATUS
Non Exempt Education and Experience:
- Bachelor's degree from an accredited four-year college or university with a business-related major, including at least 9 semester hours in accounting.
- A Certified Public Accountant (CPA) designation or a master's degree (such as an MBA) is strongly preferred.
- A minimum of three years of experience in a business-related field. Governmental or K-12 educational accounting experience is preferred
- Must be bondable.
Job Duties:
- Core Duties o
Budget Management:
Prepare, submit, and administer the annual system operating and capital budgets alongside amendments. o
Financial Operations:
Direct accounting, payroll, accounts payable, cash management, investments, and purchasing. o
Advisory & Reporting:
Advise the superintendent and board on financial health, revenue status, and long-term fiscal sustainability. o
Compliance & Audits:
Ensure adherence to local, state, and federal laws; manage independent financial audits. o
Supervision:
Oversee and evaluate finance department staff and business office personnel (including bookkeepers).
- SupervisiFiduciary Responsibility of Chief School Financial Officer o The chief school financial officer shall perform each of the following duties: ▪ Verify the receipt of all funds to which the local board of education may be entitled by law or which may come into its possession for public school purposes.
▪ Verify the payment of such funds, such payments to occur only on written order of the local superintendent of education.
▪ Keep an accurate record of all receipts and expenditures, and provide such information to the local superintendent and the local board.
▪ Make reports as may be required by law, by the local board of education, or by rules and regulations of the State Board of Education.
▪ Personally notify, in writing, each board member and the local superintendent of education of any financial transaction of the local board of education which the chief school financial officer deems to be non-routine, unusual, without legal authorization, or not in compliance with the fiscal management policies of the board. The notification shall be recorded in the minutes of the board by the president of the local board of education.
▪ Be bonded in an amount determined by the State Board of Education.
- Maintain a positive work ethic, be aware of professional boundaries, and ensure confidentiality is maintained.
- Attend in-service, workshops, training, meetings, etc. as required.

Specific vision abilities required by this job include near vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Adequate physical and mental health documented with a signed statement from a physician. Additional Details; Position will be subject to the Students First Act of 2011. Cullman City Schools reserves the right to fill this position by internal applicants by means of transfer. Under the Students First Act of 2011, no credit toward tenure or non-probationary status is earned in the initial year of employment if hired after September 30.
