Chief Financial Officer (CFO)
Job Description
Position Summary The Chief Financial Officer provides strategic and operational leadership for all financial activities of the organization. Reporting directly to the Chief Executive Officer, the CFO is responsible for planning, directing, and overseeing the financial operations of the health center while ensuring compliance with federal, state, and local regulations. The CFO serves as a strategic business partner to the CEO and Board of Directors, helping position the health center for long-term financial sustainability, organizational growth, and operational excellence. The ideal candidate will possess extensive experience in Federally Qualified Health Centers (FQHCs), healthcare reimbursement, HRSA compliance, Medicaid and Medicare payment methodologies, and nonprofit financial management. Essential Responsibilities Financial Leadership Develop and execute the organization's financial strategy. Lead all accounting, budgeting, forecasting, and financial reporting functions. Ensure the organization's financial stability through sound fiscal management. Monitor organizational cash flow, liquidity, and investments. Present monthly financial reports and strategic analyses to executive leadership and the Board of Directors. Develop multi-year financial forecasts supporting organizational growth. Revenue Cycle Oversight Provide executive oversight of revenue cycle operations. Monitor billing performance, collections, accounts receivable, denials, and payer trends. Optimize reimbursement from Medicaid, Medicare, commercial insurance, and managed care organizations. Monitor PPS reimbursement and value-based payment opportunities. FQHC & Regulatory Compliance Ensure compliance with HRSA Uniform Guidance, Health Center Program requirements, and all applicable federal regulations. Oversee preparation of the annual operating budget, HRSA financial reports, Uniform Data System (UDS) financial components, Single Audit support, and annual independent audits. Maintain compliance with federal grant requirements and financial management standards. Support successful HRSA Operational Site Visits (OSVs). Strategic Planning Partner with the CEO in evaluating expansion opportunities, new service lines, school-based health centers, grant opportunities, acquisitions, and capital projects. Develop financial models supporting strategic initiatives. Evaluate organizational performance through financial and operational metrics. Recommend strategies to improve financial sustainability while supporting the organization's mission. Leadership Lead and mentor the accounting and finance team. Foster a culture of accountability, continuous improvement, and collaboration. Build strong partnerships with clinical and operational leaders. Work closely with external auditors, banks, consultants, and regulatory agencies. Minimum Qualifications Bachelor's degree in Accounting, Finance, or related field. CPA preferred; MBA, MHA, or master's degree strongly preferred. Minimum of 7 years of progressively responsible healthcare finance leadership experience. Minimum of 5 years of executive-level financial leadership. Experience in an FQHC, Community Health Center, Rural Health Clinic, or similar safety-net healthcare organization strongly preferred. Required Knowledge & Experience Candidates should demonstrate expertise in: FQHC Prospective Payment System (PPS) HRSA Health Center Program requirements Medicaid and Medicare reimbursement Healthcare budgeting and forecasting Nonprofit accounting Federal grant management Cost reporting Financial statement preparation Revenue cycle management Internal controls Cash flow management Audit coordination Strategic financial planning Healthcare analytics Board reporting Banking and treasury management Payroll and benefits accounting Purchasing and procurement oversight Financial software and ERP systems Advanced Microsoft Excel and financial modeling Experience with electronic health record and practice management systems is preferred.
