Optimize the health, development, education, and well-being of babies, toddlers, and preschoolers through a family-driven, equitable, community-based system of high-quality prenatal and early childhood programs and services. The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five-and ensuring that families in every corner of the state can access the services they need. This posting will be used for ongoing recruitment and may close at any time. Applicant lists may be screened more than once. Why does the job exist? This position exists to safeguard the financial integrity of the Early Childhood Education and Care Department (ECECD) by establishing and maintaining a strong, reliable internal control framework and ensuring complete, timely, and accurate financial reporting across all state and federal funding streams. As a core steward of public resources, the role provides the leadership necessary to oversee federal and state reporting requirements, ensure compliance with model accounting practices and statutory obligations, and guide the department's budget development, fiscal planning, and cash management activities. By embedding accountability, transparency, and sound financial practices throughout the agency, this position enables ECECD to operate effectively, meet audit and regulatory expectations, and strategically deploy funds in support of New Mexico's early childhood system. How does it get done? The Deputy Director of Finance serves as the strategic and operational lead for all financial activities within the Administrative Services Division of the Early Childhood Education and Care Department. This role ensures the integrity of fiscal operations by overseeing internal controls, budgetary systems, and accounting frameworks. The position manages complex and moderately complex budget initiatives in compliance with state and federal laws and ensures adherence to the Model Accounting Practices established by the Department of Finance and Administration. As a key advisor to senior leadership, the Deputy Director develops strategic financial plans, performance metrics, and continuous improvement initiatives. The role ensures timely and accurate reporting, audits, and vendor payments, while certifying that all expenditures are necessary, publicly beneficial, and legally compliant. The Deputy Director also leads a multidisciplinary team, coordinates cross-divisional support, and communicates fiscal policies to internal and external stakeholders. Who are the customers? ECECD staff, Department of Finance and Administration (DFA), and citizens of New Mexico Ideal Candidate ECECD staff, Department of Finance and Administration (DFA), and citizens of New Mexico Minimum Qualification Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include two (2) years of experience with
PeopleSoft:
Oracle Financials or similar software system; and to include three (3) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment. Employment Requirements Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
