JOB SUMMARY:
Under the executive direction of the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) will serve as a thought partner with the CEO and will be responsible for agency accounting practices, conduct of its relationships with financial community and lending institutions, maintenance of its fiscal records and for providing management with relevant financial data necessary for budgetary and financial decisions. Acts as a thought partner with the CEO in helping to define and implement the strategic direction of the organization. Models leadership and represents the entire organization as a member of the Senior Executive Staff. Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA's attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law. Administers, directs and monitors assigned programs. a. Responsible for the supervision of all treasury services, cash collection and monitoring and compliance with cash receipting procedures b. Responsible for the direction of the financial management information systems. c. Establishes accounting department monthly schedule, monitoring process and adherence to deadlines. Communicates and models organizational values of respect, responsibility, integrity and community outreach. Ensures compliance with policies and procedures Implements recruitment, selection, orientation, training, counseling, disciplining, and evaluating of staff. Makes recommendation in consultation with Human Resources Administrator all relevant Human Resources issues. Develops, implements and administers finance-related procedures for Board policies. Establishes and develops a positive workplace relationship with organizational staff at all levels, senior management, external partners and stakeholders. Assists with leading and building the organization through modeling and creating a culture that is positive and inviting. Must be able to engage with staff at all levels of the organization and exercise sound judgement. Develops and implements the agency budgeting process and compiles total agency budget. Establishes and administers an integrated financial reporting system, including controls. Develops, reviews, summarizes, interprets and distributes financial and operating data to advise operating divisions on profitability and performance compared to budget. Recommends necessary corrective action. Reviews expenditures for compliance with budgets, purchasing policies and contract terms and conditions. Establishes accounting department monthly schedule, monitoring process and adherence to deadlines. Responsible for the timely preparation and distribution of operating statements and reports utilized by agency management and for external use. Serves as Staff Liaison to Finance Committee and other assigned committees as determined by the CEO. Through that work, maintains regularly scheduled committee meetings, committee binders, minutes, attendance lists and committee member lists. Ensure the maintenance of financial records and recordkeeping systems, including grant/fund accounting to ensure compliance with all regulations, generally accepted accounting practices and contractual requirements. Secures the financial well-being of the organization by providing financial projections and accounting services, preparing growth plans and directing staff. Submits periodic reports to Chief Executive Officer. Works with the CEO to develop and present financial and budgeting reports to the YWCA El Paso del Norte Region Board of Directors. Coordinates annual audit and relationship with independent auditors on accounting and tax matters to insure compliance with AICPA required reporting standards. Directs the preparation and filing of federal, state and local tax returns and payments. Ensures company compliance to tax laws and nonprofit tax advantages and opportunities. Interacts with independent auditors on accounting and tax matters.
JOB QUALIFICATIONS
Bachelor's degree in accounting or business administration with CPA or MBA preferred. Minimum five (5) years' experience required, ideally gained through increasingly responsible management positions within the accounting/finance fields and/or nonprofit agencies. Must be able to understand grants and have experience with contracts. Strong management skills required with excellent knowledge of budgetary preparation and principles, banking procedures as they relate to money management and money movement, federal tax guidelines and tax laws for nonprofit agencies. Strong skills in math, accuracy, analysis, detail, precision and reasoning needed. Must be flexible, resourceful and well organized and be able to handle multiple priorities. Excellent verbal and written communication skills required. Excellent interpersonal skills required, with ability to interact at all levels and to get along with diverse personalities. Must be able to work under pressure with constant interruptions. Must be able to work independently and autonomously. Must be able to make sound judgments, have excellent decision-making skills, and possess strong conflict resolution skills. Must be familiar with operation of personal computer and have knowledge of MS Office software and Windows operating system. Experience in a variety of financial software applications helpful. Must have access to vehicle and possess valid driver's license and sufficient liability insurance.
