Duties Summary:
The function of this organizational unit is to conduct a continuing program of examinations and financial analyses of insurers to determine financial condition, solvency and compliance with applicable laws and regulations. The branch also reviews filings and approves applications for issuance of certificates of authority to conduct the business of insurance in Hawaii. The primary purpose of this position is to provide technical support to the Branch Manager in carrying out the functions of the Certification and Agency Examination Section by conducting examinations of insurance agencies to ensure compliance with the Hawaii Insurance Code; review and process applications for new insurers; administer the premium tax collection program; issue certificates of self-insurance of motor vehicle and group workers' compensation coverages. The incumbent supervises a group of lower-level insurance examiners in the examination of insurance agencies; reviews work performed by subordinates and ensures that objectives are met and properly documented; conducts complex examinations and investigations of insurance agencies and companies.
Minimum Qualification Requirements:
Education:
Bachelor's degree from an accredited college or university with at least 12 semester credit hours in accounting and/or auditing subjects
General Experience:
One year of professional experience in accounting or auditing which required the knowledge and application of generally accepted professional accounting and/or auditing principles and practices.
Specialized Experience:
Three years of professional experience in accounting in the insurance field or of auditing/or financial examination of insurance business operations which provided knowledge of the insurance industry organizations and practices; and laws, rules and regulations governing the conduct of such businesses.
Supervisory Experience:
One year of professional accounting or auditing supervisory or "auditor-in-charge" experience which included such duties and responsibilities as coordinating and assigning work, evaluating or participating in the evaluation of performance, providing technical assistance in difficult problem cases, and conducting training of subordinate professional auditing or accounting personnel.
Knowledge:
Knowledge of principles and effective techniques of supervision; generally accepted accounting principles; generally accepted auditing standards; insurance industry practices; financial statements; NAIC required filings; and applicable laws, rules and regulations.
Skills/Abilities :
Ability to plan and execute compliance and solvency examinations of insurance companies and agencies; analyze and evaluate financial operations; detect issues and concerns, while providing suggestions for solutions; interpret and apply laws, rules and regulations pertaining to the insurance business; effectively communicate with others orally and in writing; think critically; provide leadership and detailed guidance to staff; coordinate and assign work to staff, evaluate performance, provide feedback, and conduct training.
