Duties Summary:

The functions of this organizational unit are to enforce Hawaii's insurance laws (Title 24 Insurance, Hawaii Revised Statutes and rules adopted thereunder) on civil matters and monitor the activities of entities that are engaging in the business of insurance to ensure compliance. The primary functions of the position are the review of criminal and administrative background histories of producer license applicants and conducting the initial intake work on complaint cases and formal inquiries submitted by consumers and the insurance industry. The position also serves as a primary resource for investigating and responding to consumer complaints and inquiries involving insurance premiums and rate increases. The incumbent is expected to develop a working knowledge of the Division's rate review and filing processes sufficient to review approved rate filings, identify information relevant to a consumer's premium or rate increase, coordinate with the appropriate rate review branch when technical analysis is necessary, and clearly explain the Division's findings to consumers.

Minimum Qualification Requirements:

Education:

Graduation from an accredited four (4) year college or university with a bachelor's degree.

Experience:

One and one-half years of progressively responsible investigative experience and one year of claims adjusting experience.

Knowledge:

Basic understanding of insurance laws, rules, and regulations required. Thorough understanding and knowledge of insurance policy provisions relating to coverage, conditions, and exclusions, and concepts relating to claims adjusting and rating practices preferred. Basic knowledge of model laws adopted by the National Association of Insurance Commissioners recommended.

Skills/Abilities:

Ability to prepare investigation reports; communicate case dispositions and complex insurance matters clearly to consumers, insurers, and other parties; review and analyze open and closed claim files, insurance policies, premium worksheets, rate filings, rating rules, and supporting documentation; identify and explain factors affecting an individual policyholder's premium; coordinate effectively with Division rate review staff on technical rating matters; initiate administrative proceedings for disciplinary action; and analyze reports and information available through computer resources.
