This role is responsible for developing comprehensive claims documentation, analyzing potential and active claim exposures, supporting dispute resolution efforts, and providing the cost and risk information necessary for successful claims negotiations and defense. The ideal candidate will have extensive experience in construction project management, claims analysis, contract administration, cost estimating, and dispute resolution, with the ability to evaluate complex project issues and communicate findings to senior leadership and project stakeholders. Key Responsibilities Prepare detailed reports and supporting documentation necessary to evaluate, resolve, negotiate, or defend construction claims and disputes. Analyze contract requirements, project records, schedules, costs, correspondence, change orders, and other documentation related to claims. Participate in meetings, negotiations, and discussions involving construction claims, disputes, and potential claim exposures. Prepare detailed cost estimates and financial analyses to support claims evaluation and negotiations. Conduct risk assessments and analyze potential financial, schedule, and contractual exposure associated with claims. Review project documentation to identify the cause, impact, entitlement, and potential value of claims. Support the development of claim strategies and recommendations for resolving disputes. Analyze impacts to project cost, schedule, performance, and contractual obligations. Coordinate with project managers, engineers, architects, contractors, subcontractors, legal counsel, and other stakeholders as necessary. Evaluate supporting documentation and project data to determine the validity and potential impact of claims. Prepare executive-level briefings, presentations, reports, and recommendations regarding claims and dispute matters. Maintain thorough and organized claim files, documentation, analyses, and supporting evidence. Identify potential risks and emerging claim issues and provide recommendations for mitigation. Provide technical and analytical support throughout the claims lifecycle, from initial identification through resolution. Ensure claims-related analyses and documentation are accurate, defensible, and consistent with applicable contract requirements and project procedures. Required Qualifications 15+ years of professional experience in construction project management, claims analysis, contract administration, cost estimating, or a related field. Demonstrated experience analyzing and supporting construction claims and disputes. Experience preparing claims reports, cost estimates, risk assessments, and supporting documentation. Strong understanding of construction contracts, project documentation, change orders, schedules, costs, and claims processes. Bachelor's degree in Engineering, Architecture, Construction Management, Business Management, or a related field. One or more of the following: Certified Construction Manager (CCM) Project Management Professional (PMP) PMI Construction Professional (PMI-CP) Professional Engineer (PE) Registered Architect (RA) 20+ years of project management experience Education Equivalency The bachelor's degree requirement may be waived for candidates who possess: A Professional Engineer (PE) license; A Registered Architect (RA) license; or 20+ years of related professional experience.  Preferred Qualifications Experience supporting claims on large-scale or complex construction projects. Experience with federal, military, government, or other public-sector construction projects. Experience with construction contract administration and dispute resolution. Knowledge of construction scheduling, project controls, cost engineering, and change management. Experience evaluating schedule and cost impacts associated with claims. Strong analytical, written, verbal, and presentation skills. Ability to review large volumes of project documentation and develop concise, defensible conclusions. Experience working with multidisciplinary project teams, contractors, owners, and legal professionals. 

Work Locations:

Positions may be available at military installations throughout the National Capital Region, including Washington, D.C., Maryland, and Virginia. Potential locations include NSA Washington, NSA Bethesda, NSA Annapolis, NSF Indian Head, NSF Dahlgren, NAS Patuxent River, Joint Base Andrews, Joint Base Anacostia-Bolling, NSF Thurmont, and MCB Quantico. Specific location will vary based on project needs.
