Qualifications Bachelor's degree in Public Administration, Nonprofit Management or related field or equivalent professional and community experience. 3-5 years of experience in program compliance, contract management, or nonprofit administration. Prior experience working with government-funded programs (federal, state, or local). Demonstrated experience with database management, data reporting, and quality assurance. Strong working knowledge of nonprofit program compliance, funder monitoring practices, and regulatory requirements. Familiarity with nonprofit board governance principles and by-laws compliance a plus. Ability to read, interpret, and apply complex funder guidelines, grant agreements, and regulatory standards. Excellent organizational skills with a high degree of attention to detail and accuracy. Strong written and verbal communication skills, including the ability to draft clear compliance reports and present findings to leadership. Proficiency with database systems, data entry, and report generation; experience with relevant program databases. Ability to manage multiple priorities, meet deadlines, and work both independently and collaboratively. Demonstrated ability to build trusting relationships with program staff and external stakeholders. Preferred Qualifications Experience supporting board governance processes in a nonprofit setting preferred. Position Summary The Director of Grant Contract Compliance is responsible for ensuring that all agency programs operate in full compliance with funder guidelines, contractual obligations, and applicable legal requirements. This position serves as the organization's primary steward of program compliance— maintaining audit-ready documentation, overseeing data integrity and reporting, and ensuring that programs meet both funder and agency expectations as well as comply with funder and agency policies, protocols and mandates. The position also directly supervises Data Support Specialist staff who support compliance work. Additionally, this position is concerned with ensuring that Urban Services' Community Action Board governance meets both funder expectations and agency by-laws and will require working with the Board in collaboration with the senior leadership of Urban Services' Community Action contract. This role does not carry financial compliance responsibilities; those functions are managed separately through the Finance department. Job Responsibilities Program Compliance & Funder Guidelines Monitor all active program contracts and grants to ensure programs are operating in accordance with funder requirements, approved scopes of work, and contractual terms. Develop, maintain, and regularly update a compliance calendar tracking key funder deadlines, policy requirements, and reporting obligations. Conduct routine internal compliance reviews of program activities, identifying gaps or risks and working with program staff to implement an action plan to remedy any issues. Serve on team that is point of contact for program-related compliance inquiries. Review and interpret funder guidelines, updating program staff on any changes to requirements or standards. Ensure all program policies and procedures align with funder mandates and applicable local, state, and federal regulations. Complete all reports related to Urban Services' Community Action contract, including gathering all necessary data to complete reports and submit in a timely manner. Audit Readiness & File Management Establish and maintain a comprehensive, audit-ready filing system — both physical and electronic — for all program contracts, client files, program documentation, and compliance records. Develop and work with the Executive Director, Associate Executive Directors and VP of Operations to enforce file organization standards and documentation protocols across all program areas to ensure consistency and completeness. Conduct periodic file audits and mock site reviews to assess readiness and address deficiencies in advance of formal audits or funder monitoring visits. Prepare staff for funder site visits and audits; be a part of all program monitoring reviews conducted by funders. Maintain up-to-date logs of compliance activities, action plans, and resolution outcomes. Data Entry, Database Integrity & Funder Reporting Work closely with all program sites to monitor and ensure completion of NPI reporting and progress towards annual goals. Monitor adherence to data entry protocols and quality control procedures to ensure completeness, accuracy, and consistency of all program data. Conduct regular data audits to identify and resolve errors, omissions, or discrepancies. Compile, analyze, and prepare comprehensive reports on a semi-annual basis (twice per year), drawing from program data and supporting documentation to show program compliance and impact. Work collaboratively with agency Salesforce Administrator to ensure data systems meet needs of reporting requirements. Supervise Data Support Specialist staff to ensure accurate and timely data entry. Community Action Board Compliance Complete and ensure that board meeting agendas, minutes, and supporting materials reflect and satisfy funder requirements related to board oversight and approval authority. Identify agenda items that require formal board approval under funder contracts (e.g., policy changes, program modifications, budget amendments, new initiatives) and ensure these items are brought before the board in a timely manner. Review board meeting minutes for compliance with funder requirements and agency by-laws, flagging deficiencies and working with board leadership to resolve them. Maintain a current copy of the agency's board by-laws and ensure all board activities —including quorum requirements, voting procedures, officer terms, and committee structures — are conducted in accordance with those by-laws. Maintain accurate and complete records of board meeting minutes, attendance, conflict-of-interest disclosures, and board actions. Provide orientation materials and ongoing guidance to new board members regarding governance compliance responsibilities. Coordinate with the Executive Directors and Board Chair to ensure governance practices align with all contractual and regulatory requirements. Work Environment & Physical Demands This position primarily operates in a professional office environment and routinely uses standard office equipment, including computers, telephones, printers, and other technology systems. The role requires frequent sitting, standing, walking, speaking, hearing, and using a computer for extended periods while reviewing documentation, analyzing data, preparing reports, and maintaining records. The position may occasionally require lifting or moving materials weighing up to 20 pounds, such as files, binders, or meeting materials. Periodic travel between agency sites and attendance at board meetings, monitoring visits, audits, or community meetings may be required.
