Job Description

The Retail Compliance Manager is responsible for protecting the integrity, consistency, and operational standards of the World of Smoke & Vape and World of Convenience Retail systems. This leadership position oversees Retail compliance across all locations, ensuring stores operate in accordance with the Retail Agreement, Retail Disclosure Document (FDD), Operations Manual, company policies, brand standards, regulatory requirements, approved systems, and operational procedures . The Retail Compliance Manager will work closely with corporate stores, franchisees, Operations, Marketing, Construction, Accounting, Legal, and Executive Leadership to identify compliance concerns, establish corrective action plans, monitor resolution, and maintain consistent standards throughout the Retail network. The ideal candidate is highly organized, confident, diplomatic, detail-oriented, and capable of balancing strong Retail relationships with the responsibility of holding franchisees accountable to established company standards. Key Responsibilities Retail Compliance & Brand Standards Monitor Retail locations for compliance with the Retail Agreement, Operations Manual, company policies, and established brand standards. Ensure franchisees maintain required standards for store appearance, signage, merchandising, cleanliness, customer experience, employee presentation, and overall operations. Verify Retail locations are utilizing required and approved company systems, programs, vendors, and procedures. Identify operational or contractual compliance issues and establish clear corrective action requirements. Track violations, corrective actions, deadlines, and resolutions through a centralized compliance process. Conduct regular compliance reviews and follow-up evaluations. Escalate significant or repeated compliance violations to executive leadership and legal counsel when appropriate. Maintain consistent enforcement of Retail standards across the entire organization. Store Audits & Inspections Develop and manage a comprehensive Retail audit and inspection program. Conduct scheduled and unannounced store evaluations when appropriate.
Review store conditions including:
Brand standards Exterior and interior signage Store cleanliness and maintenance Merchandising and planogram compliance Required technology and POS systems Approved products and vendors Promotional and marketing materials Employee appearance and customer service Required licenses and operational documentation Inventory and operational procedures Create detailed compliance reports following inspections. Provide stores with specific corrective action plans and completion deadlines. Conduct follow-up inspections to verify deficiencies have been corrected. Regulatory & Operational Compliance Partner with Operations to help ensure Retail locations understand applicable federal, state, and local requirements affecting their businesses. Monitor compliance with company requirements related to age-restricted products and responsible retail practices. Ensure locations maintain required business licenses, permits, certificates, and other operational documentation as required by company policy. Assist stores in understanding company procedures related to inspections from regulatory or governmental agencies. Monitor changes in regulations that may impact Retail operations and communicate applicable operational changes to stores and management. Work with leadership to update policies and procedures when regulatory or operational requirements change. Retail Agreement Compliance Monitor stores responsibilities and obligations established under Retail agreements and company policies. Track required Retail reporting, operational requirements, technology participation, approved programs, marketing requirements, and other Retail obligations. Partner with Accounting and Executive Leadership regarding issues involving required reporting, fees, or other financial obligations when applicable. Document recurring violations or failures to comply with Retail requirements. Coordinate with legal counsel regarding formal notices, defaults, cure periods, or other contractual enforcement matters when directed by executive leadership. Corrective Action Management Develop formal corrective action plans for Retail locations that fail to meet required standards. Clearly communicate deficiencies, required actions, responsible parties, and deadlines. Maintain documentation of all compliance communications and corrective actions. Follow up with stores until deficiencies have been satisfactorily resolved. Identify repeat violations and recommend additional action to executive leadership. Maintain professional and consistent enforcement while preserving productive Retail relationships. Communication & Support Serve as a primary point of contact regarding Retail compliance expectations. Clearly communicate policies, operational standards, and required procedures. Help franchisees understand the purpose behind company standards and how compliance supports the overall brand. Conduct compliance training for Retail owners, managers, and applicable corporate employees. Participate in Retail meetings, conference calls, operational trainings, and company meetings. Provide stores with reasonable guidance and resources necessary to correct compliance deficiencies. New Store Compliance Participate in the pre-opening process for new Retail locations. Confirm required systems, signage, merchandising, licensing, technology, branding, and operational standards are in place before opening. Coordinate with Construction, Operations, Marketing, and Retail development teams during new store openings. Complete or coordinate final pre-opening compliance reviews. Identify outstanding items and establish deadlines for completion. Conduct post-opening compliance evaluations to ensure stores continue meeting brand standards. Policies, SOPs & Operations Manual Assist with maintaining and updating the Retail Operations Manual. Develop compliance policies, inspection procedures, checklists, and Standard Operating Procedures (SOPs). Recommend new procedures that improve consistency and reduce operational risk. Ensure Retail compliance requirements are clearly documented and communicated. Maintain organized records of current policies, procedures, Retail notices, and compliance documentation. Reporting & Analytics Develop and maintain compliance reporting for Executive Leadership, including: Retail compliance scores Store audit results Outstanding violations Corrective action status Repeat violations Regulatory concerns Brand-standard deficiencies Store-by-store compliance trends Prepare monthly Retail Compliance Reports identifying locations requiring attention and recommending appropriate corrective actions. Develop a Retail compliance scorecard that allows leadership to quickly identify high-performing locations as well as locations requiring additional support or enforcement.

Qualifications Bachelor's degree in Business Administration, Operations, Retail Management, Retail Management, or related field preferred. 5+ years of experience in Retail operations, Retail compliance, multi-unit retail operations, field operations, or a related leadership position. Experience working within a multi-location or Retail organization strongly preferred. Strong knowledge of Retail systems, operational standards, SOPs, and compliance processes. Experience conducting retail audits or operational inspections. Strong documentation and reporting skills. Ability to interpret contracts, policies, operating procedures, and Retail requirements. Excellent verbal and written communication skills. Strong conflict-resolution and relationship-management abilities. Comfortable holding Retail owners accountable while maintaining professional relationships. Strong organizational skills with the ability to manage multiple locations, deadlines, and corrective action plans simultaneously. Proficiency with Microsoft Office, Google Workspace, reporting platforms, and retail technology. Experience with POS, loyalty, and multi-location retail management systems is preferred. Key Performance Indicators (KPIs) Performance may be measured through: Overall Retail compliance percentage Improvement in company-wide audit scores Percentage of corrective actions completed by deadline Reduction in repeat violations Completion of scheduled store inspections New-store opening compliance Accuracy and completeness of compliance documentation Retail participation in required company systems and programs Timeliness of compliance reporting Reduction in significant brand-standard violations Effective resolution of Retail compliance matters Position Objective The Retail Compliance Manager's primary objective is to protect the brand, strengthen Retail operations, reduce organizational risk, and ensure every Retail location delivers a consistent customer experience. The position serves as the bridge between Retail support and Retail accountability , ensuring franchisees receive the resources necessary to succeed while maintaining the standards required to operate within the World of Smoke & Vape / World of Convenience Retail system.
