The Site Administrator will support compliance with Inflation Reduction Act (IRA) Prevailing Wage and Apprenticeship (PWA) requirements across all construction activities. This role monitors contractor and subcontractor compliance, reviews certified payroll, maintains audit-ready documentation, and tracks apprenticeship requirements while partnering with internal teams and third-party consultants to ensure accurate reporting and full regulatory compliance throughout the project lifecycle.Key Responsibilities:
Compliance Documentation & Record Management Review, verify, and organize certified payroll reports, timecards, paystubs, and fringe benefit documentation submitted by contractors and subcontractors. Maintain accurate and audit-ready compliance documentation related to IRA Prevailing Wage and Apprenticeship requirements. Manage document control processes including tracking of RFIs, compliance findings, and corrective actions. Ensure all required compliance documentation is properly stored and organized for regulatory review. Prevailing Wage Compliance Assist in monitoring compliance with IRA Prevailing Wage requirements and applicable Davis-Bacon wage determinations. Review payroll records to verify wage classifications, fringe benefits, and hours worked. Identify potential wage underpayments or documentation deficiencies and coordinate with subcontractors and internal teams to resolve discrepancies. Support tracking and documentation of any wage corrections or restitution actions.Apprenticeship Compliance Support Assist with tracking apprenticeship participation requirements under the Inflation Reduction Act. Maintain records for registered apprentices including apprenticeship agreements, certifications, and eligibility documentation. Support monitoring of apprentice-to-journey worker ratios and apprenticeship labor-hour requirements. Verify apprentice certifications through

system documentation and track expiration periods. Compliance Tracking & Reporting Support the maintenance of compliance tracking tools including: Daily apprentice-to-journeyman ratio trackerso Labor-hour compliance trackingo Compliance documentation trackers Assist with preparation and distribution of monthly compliance RFIs to subcontractors. Monitor submission deadlines for certified payrolls and other required compliance documentation.Subcontractor Compliance Coordination Support the compliance department in reviewing subcontractor documentation prior to project mobilization. Assist with subcontractor onboarding, including setup in LCP Tracker and documentation verification. Help coordinate subcontractor compliance kickoff meetings and provide administrative support during onboarding. Compliance Portal & Third-Party Coordination Assist with compiling and organizing documentation for submission to client compliance portals and third-party compliance consultants. Support responses to documentation requests and compliance inquiries.
Qualifications:
1-3 years of experience in compliance administration, construction administration, payroll compliance, or related field. Strong attention to detail and organizational skills. Ability to manage large volumes of documentation and maintain accurate records. Proficiency in Microsoft Office Suite, particularly Excel.Preferred Qualifications:
Associate's or Bachelor's degree in Business Administration, Construction Management, Finance, or related field, or equivalent experience. Experience with IRA Prevailing Wage and Apprenticeship (PWA) compliance. Familiarity with Davis-Bacon Act wage determinations. Experience working with LCP Tracker or certified payroll compliance systems. Familiarity with certified payroll reporting and prevailing wage requirements. Prior experience supporting compliance on construction, energy, or infrastructure projects.Physical Requirements:

This position is primarily based in a construction site office on an active solar project, with occasional work in outdoor field environments. Field exposure may include varying weather conditions such as heat, cold, rain, mud, and uneven terrain. May be exposed to noise, dust, and active construction equipment when accessing the site. Personal protective equipment (PPE) is required in designated areas. Occasional travel to other projects or office locations may be required to support project needsPhysical Demands:
Frequently uses hands to handle, feel, and operate office equipment; may reach with hands and arms; occasionally bend, kneel, or crouch; regularly sit, stand, and walk; communicate verbally and hear clearly; push and pull as needed. Requires close and distance vision, peripheral awareness, depth perception, and the ability to adjust focus. May involve extended periods of sitting or standing. Frequent use of computers and standard office technology. May occasionally lift and/or move items up to 20 pounds. Ability to hear alarms, equipment, and verbal communication in both office and field settings.
