Director of Compliance The Director of Compliance drives regulatory excellence and operational integrity across our affordable housing portfolio. This leadership role is responsible for ensuring full adherence to all corporate, local, county, state, and federal requirements. The Director will navigate and implement complex regulatory changes, establish robust organizational procedures, and build a high-performing team rooted in a positive, growth-oriented corporate culture.
Key Responsibilities Portfolio Integrity:
Drive absolute compliance accuracy across 12 sites (850 units) spanning LIHTC, Section 8, HUD, and other diverse affordable housing programs.
Proactive Adaptability:
Masterfully decode, implement, and streamline complex regulatory shifts and updates before they impact operations.
Process Innovation:
Design, train on, and enforce sharp, efficient standard operating procedures that make compliance a seamless part of the daily workflow.
Culture & Team Growth:
Energize the compliance department by fostering a positive, collaborative environment and creating real pathways for professional development.
Key Experience and Requirements Proven Compliance Leadership:
5+ years of progressive compliance management experience specifically within the affordable housing sector.
Scale & Portfolio Mastery:
Demonstrated success oversight of multi-site portfolios, ideally managing 500+ units across 10 or more locations.
Affordable Housing Expertise:
Deep, expert-level knowledge of LIHTC, Section 8, and HUD programs, regulations, and reporting requirements.
Industry Certifications:
Active professional designations such as COS (Certified Occupancy Specialist), TCS (Tax Credit Specialist), HCCP (Housing Credit Certified Professional), or equivalent credentials.
Change Management Skills:
A proven track record of successfully decoding complex, evolving regulatory changes and rolling them out across an organization.
People & Culture Champion:
Experienced leader with a passion for mentoring team members, building collaborative department cultures, and driving professional growth.
Tech-Savvy Operations:
High proficiency with property management and compliance software (e.g., Yardi, RealPage, OneSite) and data-driven reporting tools.
Core Performance Metrics Audit Success Rate:
Achieve and maintain a 95% or higher score on all external file audits, management and occupancy reviews (MORs), and state agency inspections.
Reporting Timeliness:
Ensure 100% of monthly, quarterly, and annual compliance reports across all programs (LIHTC, HUD, Section 8) are submitted accurately and ahead of deadline.
Regulatory Onboarding Speed:
Successfully integrate new regulatory updates or program changes into company workflows and train relevant staff within 30 days of release.
File Approval Turnaround:
Maintain an internal file review and approval turnaround time of 48 hours or less to support smooth leasing operations and minimize vacancy loss.
Team Retention & Growth:
Cultivate a high-performing culture, targeted by a 90%+ retention rate within the compliance team and at least one internal promotion or professional advancement milestone achieved per year.
Risk Mitigation:
Maintain zero uncorrected non-compliance findings (such as IRS Forms 8823) beyond the initial cure period across the entire 850-unit portfolio.
Knowledge, Skills, & Abilities Strategic Communication :
Exceptional written, verbal, and interpersonal communication skills. Demonstrated ability to practice active listening, present effectively to executive leadership, investors, or corporate teams, and ensure highly responsive, professional correspondence with all internal and external stakeholders.
Collaboration & Leadership :
Proven ability to foster strong cross-functional partnerships, acting as a collaborative, team-oriented leader who promotes a positive work culture.
Regulatory Literacy :
Highly proficient in reading, analyzing, and interpreting complex legal documents, safety regulations, operating and maintenance instructions, and standard operating procedures (SOPs). Ability to author comprehensive compliance reports and official corporate correspondence.
Analytical & Mathematical Aptitude :
Strong quantitative skills with the ability to calculate financial metrics, ratios, percentages, and rates. Proficient in data analysis, forecasting, and developing or interpreting analytical graphs and compliance reports.
Advanced Problem Solving :
High cognitive ability to solve complex, ambiguous problems and navigate situations with limited standardization. Adept at synthesizing varied instructions delivered in written, oral, diagrammatic, or schedule formats into actionable strategies.
Technical Proficiency :
Advanced digital literacy, specifically including hands-on experience with Yardi Voyager (v7S) or equivalent property management software, web-based applications, and the Microsoft Office Suite (Excel, Word, PowerPoint).
Physical Requirements Operational Stamina :
Ability to maintain productivity during extended periods of sitting, standing, or walking across multi-family property sites.
Physical Capability :
Capability to occasionally lift, carry, and move equipment, files, or compliance materials weighing up to 45 pounds.
Sensory & Visual Acuity :
Excellent auditory comprehension and speech clarity for frequent professional communication. Advanced visual acuity—including close-up reading of fine print, distance vision, and depth perception—necessary for reviewing documents and conducting physical property audits.
