NMED participates in E-Verify and will verify employment eligibility upon hire. Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist? The purpose of this position is to support the NM Environment Department's Air Compliance and Enforcement program within the Environmental Protection Compliance and Enforcement Bureau through the management of compliance inspections unit functions. The position supervises technical staff who complete full compliance evaluations (FCEs) of complex industrial facilities, and citizen complaint investigations to ensure compliance with state/federal air quality regulations. How does it get done? Establish annual compliance inspection goals according to US Environmental Protection Agency (EPA) guidance and communicate plan and inspection progress to the EPA. Supervise Air Compliance Inspectors who review various documents to determine compliance with permit conditions and federal and state regulations. Review inspection reports, post-inspection notifications and enforcement referral forms for clarity, accuracy and defensibility. Coordinate and provide training in inspection processes, air regulations, safety and common equipment found at regulated facilities. Provide oversight of public complaint response to outdoor air quality complaints. Supervise at least one unit supervisor. Support process improvement projects and serve on the management teams to promote increase operational efficiency and productivity. Who are the customers? New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Ideal Candidate New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Minimum Qualification Bachelor's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Engineering, or Chemistry and six (6) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must have ability to work in a variety of indoor and outdoor conditions when conducting inspections or investigations. Regular travel is required to visit industrial sources of air pollution, attend training, and work from NMED offices throughout the state. Must be able to climb stairs and ladders.
