The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. This position serves as the Compliance Manager of the Royalty Management Division, assuring that the public schools, universities and hospitals through out New Mexico are receiving their appropriate share of royalties in accordance with the State's Statutory Lease and associated regulations. The Compliance Manager is responsible for supervising a staff of compliance personnel tasked with researching and issuing Production Unit Numbers (PUNs), resolving suspense, refund requests, and outstanding billings on accounts of State Trust royalty remitters. This position may also assist with conducting external field and desk audits of oil and gas companies that consist of highly complex, technical and legal issues. This position may also perform and manage desk and field audits of major oil and gas companies, to include reviewing royalty calculations to ensure compliance with NM Statutes and Regulations, Agency rules and policies, and court decision. The position also provides quality customer service to all trust stakeholders. How does it get done? This position will develop and define goals and objectives that are in alignment with the mission of the agency and that maximize trust revenue. This position consistently reviews compliance procedures for proper application on all compliance projects. This position assigns compliance projects according to personnel experience and skill level. This position monitors staff productivity and provides feedback, guidance and training accordingly. This position will train all compliance personnel on industry practices, statutory requirements and regulations, and internal computer systems and databases to assure compliance staff possess the skills necessary to perform quality work and properly address suspense and outstanding billings accounts. This position may also select and perform audits and prepare audit travel plans to satisfy section performance measures consistent with divisional goals, and may review audit procedures, work papers, and correspondence for proper application on all audit projects. Minimum Qualification Eight (8) years of experience in Accounting, Auditing, Taxation, Collections, Finance, and/or Budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required experience. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must obtain and maintain a State of New Mexico Driving Certificate. Working Conditions Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling.
